How to respec?
drop one as a reward, do one of the 3 respec trials, buy one from the markets or buy one for $10 from the store on the character select screen. best option would be to run one of the respec trials.
1. Purchase in NCSoft Store.
2. Run the TV or Tree trials blue and red side.
3. Buy a respec recipe on the market.
4. Veteran Respec token.
5. Wait for issue 19 for free respec.
6. Something else I am sure I am forgetting.
I did forget....run the Patron arc if you have not already.
You could do the Respec missions there is a level 24+ one in Independence Port, the level 34+ one in Founder's Falls, or the level 44+ one in PI. If you do one of these you will need to go see Jack Wolfe in Galaxy City to use it. You will need a team to do this.
Another way is to buy a respec recipe off the market and craft it. I have never used one this way so I'm not sure on it's use you might need to see Jack Wolfe or you might be able to just type /respec to use.
One more way is to wait for I19 to be released and wait for the freespec we might get with it.
Hopefully someone will know what the contact names are I seem to always forget them.

Can't hurt to just type /respec and see if you already got one. You may have only registered on the boards in the last couple weeks, but how long have you been playing? If it's 9 months, then you can click on your veteran's badge for that month to grab one.
I think this has been covered in general terms but not specifics.
If you have a respec (from one of the above sources) you can use it as follows: If it's a "Freespec" (given out from an issue) you can use the /respec command. If it's an earned respec (however it's gotten) you have to go see the contact. Jack Wolfe, in Galaxy City (whatever the building is behind Back Alley Brawler) is the blueside respec contact. Redside there's a couple of special arbiters- one next to the trainer in Sharkhead, and I think they added a new one somewhere else.

Respecs can also be purchased for 10 alignment merits. However, it may be more economical to use those on random rolls, craft and sell what you get, and buy a respec recipe from the market with plenty on inf left over.
different people level at different rates
my first level 50 took me 2.5 years
now after playing for 6 years and some, I have 5 of them
(before CoH, I played Everquest for 3 years or so. I never got to the level cap in that game, not once (they kept raising it before I got there) nor any other MMO before or since CoH)
