Sometimes the market doesn't actually process a listing, cancel it and relist.
Tried that...if it makes any difference the salvage was generated in Praetoria, although I don't know why that would matter.
Edit: Separating the stack into individual sales seemed to work...weird.

I've been having trouble with this as well and can't find a consistent pattern to it. I only see this with sell orders, never with bid orders. What seems to be happening is that your stacked (I never have this trouble with single items) offer is registered, you are charged your listing fee, and it is posted at (000) per item. Then, sometimes those items sell, and sometimes they do not.
At first I thought it was lag to the market server, but reposts don't work that often (I get same result). Some of my working theories as to why this happens, all of which are probably wrong:
-If there are no outstanding bids on an item
-If there are no outstanding bids other than yours on an item
-If any outstanding bids are less than your offer price
- You are a profiteer and the market hates you.
None of these seem to apply to your wife's case, so I'm going to have to go to the basement and work on a few more conspiracy theories. If anyone else has noticed a pattern here, pipe up!

Saying this will probably mean it starts happening to me in spades, but as far as I know I have never had this happen. I sell stacks of salvage really often, too.

I haven't noticed perpetually non-seling stacks as a problem.
However, I noticed something similar when I was helping Archie get WW sales badges. We were trading stacks of high level common tech salvage back and forth, selling for 1 inf and buying for 10. Every so often the process would freeze up for a minute or so, with nothing shifting even though we both had stacks for sale and outstanding bids. Then the sales would start to through again -- often a couple would sell, and then the rest go through in a rush. We put it down to lag on the market server.
It made me more leisurely about my bid creeping on high-value items, anyway.

I don't know why it shows the whole "listed for 000" thing , But - I know that if you're buying AND selling the same item, this will happen at times for what appears to be a somewhat "arcane" factor/reason.
Especially if it's stacks of salvage being simultaneously Bought AND Sold, but I don't believe it's limited to salvage, it's just much more noticeable.
Say you buy 5 stacks of 10 widgets each, and re-list them for sale... then try to go back and place a bids to buy another 5 stacks of widgets - at some point your sales and buy orders will get tied up & tend to inexplicably stand still for awhile, they'll eventually start moving again.
There's abit more to it, and while it doesn't make sense on the face of it (ie. it "shouldn't be doing that"), But its worked this way for a couple years. Don't believe me? Spend an hour or two flipping & flopping widgets - and you'll probably see it happen if you pay close enough attention.

I was waiting on the last 2 widgets to fill a 10 stack when I bid on a few new 10 stacks of widgets. Almost all of the new stacks filled before the 2 stack even though they were the same price and the 2 stack was many hours old at the time.
So, the wife just popped over to Wents to rid herself of some salvage of which five were Simple Chemicals. The SCs were stacked and listed for 1. There were 49 bids at the time of the listing. As of this posting, none of the SCs has sold.
