recharge intensive pet enhancement
I can't remember specifically if Castle ever addressed the "why" but here's a pretty solid guess on my part:
Fluffy already takes quite a few different types of mezz and debuff sets. The recharge intensive pet sets were made for pet powers that needed recharge, but didn't have access to many other sets. Additionally, RI Pet sets have damage, and Fluffy is meant to be added control/debuff not a big damage dealer.
As for your second question, what's the best way to slot him, that really depends on what you're looking for. Any IO set bonuses he gets apply to you, and the fact that he's open to 5 or 6 diff types of set already gives you a lot of options.
If your heart was set on making him deal damage, you can even sneak some in through the back door, so to speak. A lot of those sets have damage procs, and you could slot one or several into Fluffy. However my understanding is, the proc will only have a chance to fire when he uses a power that takes that kind of set (in other words a Hold dmg proc will only fire when he uses his Hold, not on every one of his powers).

Dark Servant used to take Recharge Intensive Pet Damage. This was removed because Dark Servant doesn't take Damage Enhancements. Allowing a Pet Damage set just didn't make sense.

Dark Servent does not accept damage enhancements of any kind, therefore regular pet IO sets and recharge intensive pets (which has damage) can't be slotted. It instead takes the control/buff/debuff sets all of which have plenty of recharge available.

Well i understand all that, but with dark servant being so unpredicable on what powers it will use...healing, holds, terror,ect....is it even worth having with a mm build...such as soldiers/dark...it seems that i cant figure out what the % chance it use powers, with the rech intensive sets it atleast would add def or damage res to my other pets, but now that i respeced it is useless
Well its just not a damage pet, the only damage it even does is a minor damage aura, so what would be the point of giving it damage enhancing sets?

Since Fluffy has negligible damage I can't see any reason to slot a pet set into him. On the other hand everything he does has a tohit debuff attached... therefore I slot him with Dark Watcher and one common accuracy. Since his strong point is debuffs that's what I've slotted him for.

Edit - just checked Red Tomax and Fluffy has 3 out of 5 attacks which do To Hit debuff, one of which is TT which is a Cone

Fluffy is an awesome pet, just because it doesn't do damage that doesn't make it worthless. And it's a hell of a lot more predictable than most Mastermind primary pets, anyway.

Let's put it this way: what power would you replace it with? Because I can't imagine what else might be so much better than a pet that heals, holds, debuffs to-hit, and even draws aggro.

I suppose lysosome exposure would be a great enhancement for it then, think i should add some healing as well?
I have mine slotted with 2 Essence Of Curares (ACC/HOLD, ACC/RCH), 2 Lockdowns (ACC/HOLD, ACC/RCH), 1 Theft of Essence (ACC/HEAL), and 1 Touch of the Nictus (ACC/HEAL).
That has made the accuracy of all his attacks 2.00, his hold duration 16.10 seconds, healing up to 307.27, and his recharge down to 2m 44s.
All in all, I think this is a decent frankenslot configuration for him, plus I get a couple small but bonuses out of it (one of which is even useful).

That's a good question. I'm not sure what kind of pet "Dark Servant" would be considered, really. Since we're talking about the accepted IO sets for this power, that means the issue here is related to that power's design. Because of that, I would like to suggest that you ask this question on the City of Heroes message boards.
