Graphics glitch
If it never happened to you before Win7, why does that lead you to the conclusion that it's a glitch in the game? Wouldn't you have seen it before too if that were the case?
Anyway, we'd need more info than that like specific driver versions and such. Run the CoH_Helper and HiJackThis logs as mentioend in the "Asking for help" sticky in this forum, and we can get a better idea of specific things to check. At first glance, it does look like a driver or heat issue on the video card, but it could be a number of other things as well.
That looks EXACTLY like my screen when my video card started going bad. Overheating card will also do that. Master-Blade is correct, though. Submit more info and perhaps it can be narrowed down to something that is fixable.

Its not my video card its the drivers im just checking to see if anyone else has this problem or has seen it on there system.
I have checked the temp of my vid card its normal, also if it was my video card it would do it all the time this happens once in a great while can go for weeks before i see it again just depends. all other games are fine no issues at all
Another way i can tell its the drivers is because if i close the game i have to restart the pc then afterwords its fine because when the pc restarts so do the drivers.
I was basicly just getting it out there incase anyone else has this issue

On a side note, just because it only happens once in a great while, doesn't mean it's not a faulty card. There could be one specific circumstance that is leading up to it that might not be happening very often. For all we know, there could be a very sensitive memory module that is only triggering the problem when it reaches a certain temperature or load. It doesn't necessarily mean it's overheating, it's just reached a lower threshold. That's why it's called faulty. It works after restarting because the load is taken off the card and you are back to square one again.
There could be any number of other problems on a card that will cause an issue like that only once in a while as well. Saying it only happens in CoH does not mean it's a CoH problem. CoH apparently just happens to be utilizing your card's resources more than whatever else you are playing...
..and/or getting back to the driver issue, it could be a problem connected to your OpenGL and the other games you play might use something different. I can't help but notice in your screenshot that only the 3d rendering was affected, yet the 2d interface is intact. That tells me that the card is still operating and sending a normal signal, but is suddenly screwing up during the 3d rendering process.
If you are "just getting it out there incase anyone else has this issue", take note what Healix said... others who have had similar issue in the past ended up needing a new card eventually. It's not good that it is happening and if you think it's a driver issue, you really should correct it before it gets worse. Without giving us more specific information by running the utilities and posting your logs, there really isn't much more we can say.

It is an overheating and dying video card. The reason it's fine if you restart the computer is because restarting the computer turns off the power supply to the video card and allows it to cool down. The GPU after all is only a tiny little chip with a large heat sink and fan attached to it. It is only at high temperatures during the times it is under stress.
And incidentally if it is the drivers that caused this problem then it is the 1.9621 drivers. These were the bad ones that were causing cards to overheat. In which case yes it is the drivers but only in that they caused the card to overheat and become damaged. Now there is a very small chance that if you are using these drivers and change them immediately then the card has little enough damage that it could survive for quite some time yet. But like I said it's a small chance especially when you play the most GPU stressful game on the market. Yes there are more graphically intensive games out there but for some reason CoH overworks the card more than anything else I've seen.
Did you tab out and check the temperatures while you were actually in game or did you shut down the game and then check the temperatures? Trust me on this, just the few seconds that it takes to boot up a temperature monitoring program is enough for the temperature of the unit to drop down into normal range.
I am now going to explain exactly what is going to happen. The card is dying. At first you will only see this problem happening at the higher temperatures. It will be when you have been playing for a long time or are in a particularly graphics stressful situation. Then it will start happening after playing for less time. When it starts happening at lower temperatures the entire screen won't explode into planes like in your screenshot but you will see one or two planes coming off of some objects. The temperature at which this happens will gradually drop until the card dies entirely.
You can delay how long it takes for the card to die by using speedfan or a similar program to set your fan speed to 100% when you are playing but I guarantee that you need to start saving up for a new card.

It also only ever happens in grandville never anywhere else thats another thing if it was the video card it would happen anywhere in the game and i have seen this glitch a long time ago and my video card is not that old. the 8800 is old but this card is not
I know what i dying video card is like i have had alot of them and this thing has plenty of life left.
I appreciate the assistance and replies im not asking for help to fix it that i can do on my own all im asking is if anyone else has this same problem and has a newer video card Nvidia Specific also a overheating video card would normally freeze and can do things like that pic i posted but freezing would be involved mine never freezes

Try switching your graphics to Performance. Even playing on Minimum caused my laptop's card to have freaky glitches, but I just realized that Performance mode would stop it for me.
It may have to do with Ultra Mode settings.
partner has this problem too, hes got newest drivers, the cards not overheating and even the tech guy in the shop said that the cards fine.
He's had this prob on and off for months now even before installing win 7. Quick reboot of his pc stops it, just pretty annoying when we're on a tf or midfight.
The tech guy reckons its something to do with CoX itself as it is the only game that does it.
