Actually City of Heroes runs off of OpenGL and OpenGL is open source and its free so technically they don't (own) the graphics engine neither. Cryptic or NcSoft
Its not like its unreal engine or anything like that which is owned by unreal name
or some of the other Graphics engines. -

Catch is, even this kind of defense leaves you kind of sketchy in DA against +2s. Normal content is highly trivial, but DA content can be really rough, depending on the enemies. -
Perma Dom Build gives you a good amount of def ranged specifically and a lot of recharge
205% recharge with hasten 42.0% ranged def 35.6% energy and negative with toggles and mind link active. Pretty Expensive but well worth it.
I have been playing this build for a while and i love it has good survival.
So i figured i would share my build for anyone interested.

UPDATE! Added 6 slot to confuse for the additional 5% ranged i changed it later in game took 1 slot
from endurance and added to that since i don't need the recovery with ageless recovery buff.

i have rarely for them to get any hits on me with the fear only if it misses a mob and i am too close otherwise i have no issue with any of the above even if your far enough i have used dark grasp on a mob without the others even noticing anything is going on if the mob dies then they all come at me.

I have a Dark/Dark perma dom with 130% recharge before hasten 200% with hasten and my haunt power as soon as they disappear if not killed my haunt is up again so that's the closest to perma them you can get.
And as far as the mob dying before you get the spawn off i would suggest you always target the strongest mob in the group Boss/AV etc that will help a lot less chance of mob dying before they spawn -
on my mind/fire/fire perma dom its built for max rech damage, holds etc.
i don't have crap for def but on teams my goal is the bosses i always try to take the bosses out of fights as fast as possible always my primary target is bosses.
If there are more then 1 i confuse one hold the other and just switch back and fourth until i know they are being taking care of most the other mobs are really not a threat as the bosses do the most damage to the team that's how i do it.
With malta my focus is sappers gunslinger bosses and the big bot bosses with the rockets that can destroy teams rather fast.
Carnies its the ringmaster (psi hurts) and the master ill's confuse on master ill's is the greatestand so on and so fourth you get the idea.

i have been playing world of warcraft for countless hours as well i know its not my video card i updated to the beta nvidia drivers 260.63 before i had 258.96 and haven't seen the glitch so far.
It also only ever happens in grandville never anywhere else thats another thing if it was the video card it would happen anywhere in the game and i have seen this glitch a long time ago and my video card is not that old. the 8800 is old but this card is not
I know what i dying video card is like i have had alot of them and this thing has plenty of life left.
I appreciate the assistance and replies im not asking for help to fix it that i can do on my own all im asking is if anyone else has this same problem and has a newer video card Nvidia Specific also a overheating video card would normally freeze and can do things like that pic i posted but freezing would be involved mine never freezes

Im getting a new video card this week too so if it is dying wich i know its not then let it lol -
Its not my video card its the drivers im just checking to see if anyone else has this problem or has seen it on there system.
I have checked the temp of my vid card its normal, also if it was my video card it would do it all the time this happens once in a great while can go for weeks before i see it again just depends. all other games are fine no issues at all
Another way i can tell its the drivers is because if i close the game i have to restart the pc then afterwords its fine because when the pc restarts so do the drivers.
I was basicly just getting it out there incase anyone else has this issue
