I don't see what the fuss is about. Knock on their door and say "Hello, I thought I heard City of Heroes sounds in the background. Is that so? Because if it is, that's cool; I play it too."
If you're really worried, leave a letter in their mailbox with the more or less same sentiment similarly expressed, and your name, telephone and email address.
I wouldn't see anything creepy about it.

I think I'd do some recon first just to make sure I wasn't asking for trouble. Not the dangerous kind... The annoying kind.
Last thing you want is to go through all this and worry over etiqutte only to find
Star wars kid... Or Leeroy Jenkins type personalities. I'd try to make sure you actually want to associate with the person before inviting them into my gaming circle.

My advice: Leave a note on the door. Have it read something like "Hey, I'm your neighbour and I thought I heard you playing City of Heroes the other night. I play too! I'd love to meet you. If you're up to it, contact me in game at @Equation and we can talk.

I'd certainly respond to that note, anyway.
But a note is pretty low-key; they can just throw it out if they're not interested, or take the initiative you set up for them if they are. And if you're not up to being shut down in the face, it's a great way to go. No pressure on them, or you.
Regardless of all this advice about what to do I advise something on a different angle - you to tell us what method you picked and what the end result was. What you decide to do does not concern me - I just wanna know what happened! XD
