Elec better fitting for Troller or Dom?
I'd say it depends rather like Ice Control on how much you solo, and to a degree how many veteran attacks you have. It's a low damage, good control set; if you solo a lot Doms are going to be generally better since their secondary supplies plenty of damage. And if you have multiple veteran attacks, on a Controller you can take a defense debuffing secondary and supplement your damage with them while solo.
But if you team all the time the low damage doesn't matter, and the Controller will have the edge thanks to being better able to help the team with buffs and debuffs.

So what does Elec have to offer....Does it rely on sapping End or sleep? Dont they wake if you attack while they sleep?
It's sleep pulses, so even if they are awoken, they can be re-slept rather quickly. It's pretty similar to spectral terror. The beauty of that power is it gives end back to teammates that happed to be in the patch.

Now this was useful unlike the lame comment prior to it. I know what the powers do but it says nothing about pulsing like Spectral terror. Why do people reply to a post when they have nothing constructive to say?

To answer the original question, Elec fits Trollers better then Doms. Doms really like having *instant* control to protect themselves from incoming damage. Since most of Elec's control is in their end drain capabilities, this doesn't fit quite as well with them. Furthermore, most of Elec's powers are totally unneffected by Domination.
It fits either just fine.
Only mark against it is Dominators can't get Domination out of the sleep or confuse powers. You do however get mezz protection to keep your toggle up, the ability to hold bosses in one shot, and the ability to solo reasonably. Electric Assault lets you sap bosses quickly, Earth Assault can help you keep them on their backs, several sets also get Power Boost at level 16 that also boosts sapping capabilities and extends the duration (not mag) of the confusion power.
On Controllers it's a lot like Ice Control. Low damage, decent soft control, threat of toggle dropping if you get mezzed unless you are /Force Field, /Sonic, or take Indomitable Will.
The comment about Domination not affecting sleeps and confuse is important but since Electric control is low damage, I think Dominators benefit better as the attack secondary is more helpful. Plus sapping and the sleep is quite effective, with a good single target attack chain, you can solo with a high degree of safety by sleeping the spawn and taking them out one by one.
It's not that hard to open on a spawn either. I have a 23 Electric/Earth Dom and I open with the Jolting Chain knockdown then follow up with the Static Field sleep and Chain Fences aoe immobilize while I sap all their end. My sleep is nearly perma now and can be made perma easily with SOs.
That said, I do think an Electic/Rad Controller would be awesome in a low damage, high control + debuff way.

One thing to point out. Controllers have a very nice setup with the pulsing sleep. Since sleep sets up containment and it pulses rather quickly it makes the AOE Immob very attractive. While meaningless on a team, solo it can be strong very quickly.
With some frankenslotting, you could get a nice mix of damage/end drain off it. Add a range boost into the mix (hello target AOE set) and you can do from a rather safe distance. The benefit is that it doesn't stop KB, if I recall correctly, so with jolting chain mobs be put on their *** and asleep before they can hit you back.
I am not saying its better on a troller, but I am suggesting that it is not as weak as some may think. It just doesn't have that raw damage some other sets put out.
The mag of the confuses first application is affected by Domination.
So its still very useful for laying it on the boss with Domination up, and watching the rest get confused from him.
The sleep patch is easily permable and very effective control and endurance boost for a dominator, which instant aoe control isnt there, its a fun and different dominator set.

Earth assault is also popular with electric doms. Crazy good melee attacks with the end draining aura and power boost. Jolting chain and fissure while the AoE immob doesn't give knock immunity make a very fun character.

The best way is to ask others about their experiences, filter out the white noise and use the rest as a basis for planning your character.
Personally I think it works for both fairly well. For a Domi it kinda works a bit like Ice Control in that you take a few seconds to lock everything down and need to get in close to benefit from all your methods of control. Learning to do things like opening with your chief Placable from cover helps a lot, letting it grab a hold of your enemies before getting in and launching your Assault.
For Domis Earth, Elec, Ice and Psi Assault blend well with it as they can work well in melee. For Controllers it's a bit more open. The main issue is any secondary with powers which do DoT intefering with your pulsing Sleep Patch (Freezing Rain, Acid Arrow and Sleet as examples).
I don't like how folks say Sleet and Freezing Rain are somehow bad for Electric Control. Electric's AoE Immob doesn't give knock protection, that puts it in the same boat as Gravity in ability to create an immobilized knockdown field.

I have an elec/earth/ice that I can easily and quickly solo +3/x8 on against just about anything except DE, which I turn it down to +1 or +2 with. I use Sleet and Ice Storm and I still use Static Field, and while yes, the rains do cancel out the sleep effect of static field, I still find it useful, especially when a mob isnt dead by the time the rains are over, which doesnt happen often.
Ive tried it on controllers, and out of the two, I definitely prefer it on a dom, I can lock down mobs just as well on my dom as I can with my controller, but I can also kill them quickly on my dom, if you want to have a look at my build id be happy to post it too.

Im wanting to make an Electric control toon but not sure which it fits best. Im just coming back to the game after a few months of leave. I have a lvl 15 troller and 2 lvl 50 Doms so I do understand the different play styles but dont know much about Electric control. Please help if you have any insight.
