First off, welcome back!
Secondly, if you buy GR, you can apply it to your existing account, and get a free month that way. You should definitely re-sub your existing account, and I'm not really sure there's a cheaper way to start a new account that you couldn't use on your existing account.
Now, onto your questions:
1) If you buy Euro CoH, you can only play on Euro servers. Likewise, if you buy US CoH, you can only play on US servers.
2) Most of our servers are friendly. None of them are like the WoW servers. HOWEVER, each server does have some idiots. Servers with larger populations, such as Freedom and Virtue, have more idiots on them, just because there are more people there. They might be more visible there, but there are still a lot of good people on both of those servers.
3) For PVP, I believe that Freedom is the unofficial PvP server, but I could be wrong. However, PvP is not all that big in this game, just as a warning.
4) All of the servers right now are fairly well populated with the introduction of GR.

Oh, and don't worry about the economy. All servers and factions share the same market.
I'd love to recommend Liberty: "The Friendly Server", but the PvP and roleplay are both so-so. Some of your criteria seems to contradict itself when it comes to our server identities!
Perhaps Virtue? Big population, but with a lot of roleplayers. Freedom has a huge population, but heavy PvP. You may have to prioritize your criteria...
Look in the server section of the forums and see what some of the people are like.

Freedom being the largest server has the largest PVP community*. Most of my friends on Justice transfered their PVP characters to, or leveled characters on, Freedom just for the PVP scene there. There are a lot of cool people over there. Since it is the most populous server, by default, there are a lot of undesirables too. You just need to be able to ignore the idiots, which isn't all that difficult if you apply the ignore function liberally.

Yes, but - you mention that you don't have a preference between EU or NA servers. If your existing account is EU, you can't upgrade it to get access to Freedom and Virtue. You would need to start a new account.

So i have been playing Coh around year ago. Im not sure what server i was playing on, but i cant check it now because buying new game,as it will be cheaper than expanding to GR and buying game time :P Thats why, im looking for new server for myself now
, and have balanced population. It doesnt matter if its EU or US . I dont think lag would make an issue ( i play from Europe Poland)
-First of all i would like to know. If i buy european COH does that mean i can play only on european servers, or i can play both EU and US?
- Wich servers have nice community . I just want to avoid World of warcraft type of community. Meaning spam of so called angry "DK" kids hearing "NooB" on left and right and such ;p

I just want to do some resarch before i start game. One of things i hate most is creating new toon because of wrong server choice.
So basically im looking for server wich is : Pvp friendly, have nice community who like to RP aswell
