I absolutely love all those ideas.
Specially scrappers got a really nice ancillary sets, much needed for them, and also more variety and possibilities.

Both of those would suit Alpha so well. He's just the sort to beat someone up with his gun, simply because he could....then rocket them in the face to add further injury to injury. And probably insults too

Fun thing about Masterminds is that their damage mods are so low you can give them pretty much any attack and it'd probably be fine. I almost suggested Hail of Bullets in Handgun Mastery until I remembered that there should be a defensive power.

They look pretty good, I don't see anything obviously problematic.
The only one that strikes me as "why would you take this pool?" is Tanker Netherworld mastery. Why would you want that many cones on an AT that is designed to spend all it's time in the middle of a mob? Don't see anything overpowered about it, just doesn't seem like a pool that many people would necessarily want. I suppose the same could be said for the brute version.

I like these, though I'd also like to see Archery Mastery for Blasters (Having Archery as a seconday.)
I've thought about new APP's too, and this matches what I was thinking pretty well.
Gail's Force would love Rifle Mastery (MM), same with Jan Boa for Handgun Mastery. ... Okay, and Ebon Mastery for Lady Crepusculum.
We gonna need this when I19 go live.

I absolutely love this thread, and I especially love your Bow Mastery and Blaster Mental Mastery ideas. While reading I was reminded of a post I made in the Power Suggestion Thread on the same vein. It was about a Tanker Munitions Mastery, using one pistol (for shield compatibility) and and grenades/caltrops. Since you didn't include anything similar in your post I feel obligated to bring it up here.
Munitions Mastery - Tanker APP
41 - Web Grenade, Ranged, Foe Immobilize, -Recharge, -Fly
41 - Caltrops, Ranged (Location AoE), Minor DoT(Lethal), Foe -Speed
44 - Pistol, Ranged, Moderate DMG(Lethal), Foe -Def
44 - Sleep Grenade, Ranged (Targeted AoE), Minor DMG(Toxic), Foe Sleep
47 - Hand Grenade, Ranged (Targeted AoE), Moderate DMG(Lethal/Fire), Foe KD
And looking at it again I bet it would work with Scrappers, too, it would just be more unique with Tankers because they don't have WG/Trops access already.
I just wanted to add in something I've been wishing for this entire time: Dual Pistols Mastery. I may need to swap out a few powers, but I'll explain why that is.
Pistols:
1. Suppressing Fire
2. Pistols
3. Swap Ammo
4. Dual Wield
5. Empty Clips
This has one more attack than most other Epics, but that's mostly because Dual Pistols doesn't really HAVE that many support powers - a total of two, in fact. I also moved an attack power up ahead because I wanted to force a pistol power to be taken BEFORE Swap Ammo became available.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

For some reason, I'm thinking Stalkers summoning a pet that's only use is to throw out tiny attacks that draw aggro to the caster is a bad idea.
And How about switching Entangling Arrow with Flash Arrow for Stalkers?

If you're wondering why some archetypes and themes aren't on the list, it's probably because I couldn't find enough existing powers in the game to fill up the APPs. I'd love to put a Dual Pistols pool for Scrappers or an Earth pool for Dominators, but there aren't enough existing powers that fit the bill.
*Other than icon art, and we know how hung up on that the devs get...
