Kinetic Melee accuracy
Kinetic Melee has the same base accuracy as any other set: 75%, with Concentrated Strike being 90%. I suggest you open up Combat Attributes (under Powers) and monitor your last hit chance to see what kind of accuracy you're actually having.
I have never had this many problems beating people senseless with my fists. I've run several different kinds of scrappers, and never, never have I had as much of a problem hitting someone than I have with this. I commonly miss around 50% of all my attacks - a ridiculous amount by any standards. I'm thinking the only 'actual' hits I'm getting are the ones forced by the miss-streak system.

There are lots of time in the game where you are just going to miss a lot. There are usually things you can do to adjust for this: mez the ghosts, hit Sky Raider engineers before they can summon the generators, take out Nemesis LTs last, and so on.
And, yeah, I always slap two SOs worth of accuracy into all my attacks. Three is overkill, but two are needed because so many things have high defense or accuracy/to-hit debuffs.
Herostats or it didn't happen.
At level 10, in Praetoria, I've had 7 in a row MISS streaks on occasion. Gets really frustrating watching your green AND blue bars drop like rocks while you do worse than nothing about it by missing everything in touch range for the next 20 seconds. What's really good is when you maneuver to catch three mobs in the Sands of Mu cone ... and watch all three MISS.
Some of the Praetorian mobs (e.g., Resistance) have some defense. You are supposed to be missing more than normal against them.
By level 10 most of, if not all of, beginners luck is gone. You will be missing more there than at level 1 unless you have slotted a ton of TO's in your attacks.
The RNG seems to get worse with every update, but maybe that's just me. My KM is 28 now, with frankenslotted acc, and a kismet. She has 95% chance to hit almost all the time in combat attributes, and rarely hits 4 out of 4 mobs with burst, and that's on normal critters like freaks.

You're probably just remembering the times you miss more often than the times you hit. But you can always turn on chat logging and see for certain.

Haven't notice any lack of ACC in kinetic melee on my Stalker.
And I tend to hit 5 with Burst pretty regularly.
That's with about 66% ACC, +18% ACC from Set bonuses, and a Kismet unique.

The biggest thing I've noticed about KM, accuracy-wise, is that it has a hard time with mobs that apply to-hit debuffs, or that have bonus defense. Power Siphon's to-hit bonus is only 7.5% (as opposed to Build Up's 20%), and it's not really enough to overcome stacked to-hit debuffs. This was particularly noticeable while I was doing the Posi TF tonight with all the Ruin Mages' bubbles and the CoT spectrals debuffing to-hit with their Dark Melee attacks.
I try to make a point to carry some yellows whenever possible on my KM. Long-term, I intend to solve this deficiency with Focused Accuracy.
Edit: Corrected information based on testing I just did that showed that Mids' handling of Power Siphon is wrong. Power Siphon does provide an initial to-hit buff, just a small one, and does not increase it when you hit a target.
