It's mostly straightforward.
Power is where you play along with the government for your own profit. You try to sell yourself as a hero, even if that's blatantly false advertising. As you usually set up some of the situations where you go rescue people.
Responsibility is going along with the government, but trying to help people. A sort of noble idea, but it gets increasingly difficult to be heroic as you learn more and more about Praetoria.
Oh, and each of these arc have you so some evil to questionable things for the Loyalists. But that's all part of the fun.

The Power path is similar to the Crusader path, in that you end up doing some morally questionable things for your cause.
The Responsibility path is a little bit less so, so it's more similar to the Warden path, where you're trying to save more people and even though it's not quite as questionable in parts as the Power path, it's all pretty iffy on the morality scale.
The cool part, in my opinion, is that you can do either path for your initially chosen alignment and still do either the Responsibility or Warden path for the other side at the same time (in undercover mode for your initially chosen side).

How does one start the undercover action? Do you have to only take one or the other of the Loyalist lines to be able to do it? I have 2 loyalist guys at the moment, one's deep into both story lines, but the other one is around the level when the dual contacts gets opened. I've never been contacted by the underground, and thus have never had the option to go undercover.

If you want to go "deep undercover", run a Loyalist arc until you get the solo mission where you can pick Loyalist or Resistance, and pick Resistance. Your alignment changes to Resistance, and Calvin Scott calls you, but Marchand remains a contact on your list. Now Calvin Scott will send you to Resistance contacts, and you will sometimes get the option to call Marchand and sabotage whatever plan the Resistance has (even the Crusader arcs).

On the subject of undercover work. How do you call the other side and when? I've had nothing in the mission text to click on, not even the "those that.... can call xxx" line. If I just called the contact from the list there are no options other than a normal call.
What exactly am I supposed to be clicking on to call the other side? Just so I know whether it's me being stupid or the game.....

Hey guys looking to choose between resistance and loyalists, i know all the resistance stand points, some radical, others more laid back. I was hoping that someone could give me a complete rundown of the loyalist side and what paths you can pick when on the loyalist side.
