In fact the poor dumb system doesn't even know when each slot was allocated, it never records it. All it knows is "Power X has Y number of slots"
This is why the Exemplar "reduction in Enhancement values" occurs when you exemp and is probably the main reason Respeccing hasn't received a make-over.

I'd suggest you don't use that site, Colossus. It's out of date and supports things such as gold selling. The good news is there is a different, player run wiki that is far more up to date and clean of the "icky stuff": ParagonWiki
