Looking for the "Holy crap that's expensive" build
There are a few things you can do to increase the cost . . . but the performance will only show small increases. Mainly, you can increase the Regen quite a bit. Put the ranged purple set, Armageddon, in Spectral Wounds -- use the Damage one, and you can free up one slot for Health. Put a Numina's Heal in Health for a lot more Regen. Or a Miracle Health for a little more Recovery and more Regen.
Put the purple Targetted AoE damage set, (Ragnarok?) into Fire Ball. That will free up a 6.25% Recharge slot, so you can replace the set in Spectral Terror with the Malaise set. The damage proc will add a small amount of damage.
Replace one of the Blessing of the Zephyr with the knockback protection proc for more knockback protection. Or you could use the Fly set that gives some Regen.
To do much else would require a significant change, like changing the APP set, and the focus of slotting to get a Softcapped to Smash/Lethal build. I don't know that you really need that.
I did an ITF at +2 on a PUG with my Ill/Rad yesterday. Only died once when there was an over-aggro on a spawn. I think there were about 25 deaths overall, but only one was me. I use the Fire Armor to reduce incoming damage a little. That plus my heal and an occasional Insp keeps me alive most of the time, so I don't feel I need Rise of the Phoenix.

Trying for a very optimized build that stretches the most out of every set. Tops were recharge time, followed by recovery, with heavy stacking of defensive powers for soloing and farming. Any help/suggestions appreciated. Really still learning what works, and I want to get some feedback before I blow through the 400 million I have saved up.

You seem to have sacrificed a lot of Recharge time for Defense. Blind could have had 4 Basilisk Gaze. 5-slotting Deceive with Coercive Persuasion is 10% Recharge. 5-slotting Glympse of the Abyss in Spectral Terror is 6.25% Recharge. And yet you dedicated 4 powers to Defense, when you have Phantom Army pulling Aggro and Hurricane with its huge -ToHit (which was not slotted -- 4 Dark Watcher give another 5% Recharge).
You skipped a travel power (which is fine if you are going to use Ninja Run), but you have no knockback protection. The 4th slot in Hasten is pretty much wasted. It seems that you have spent a lot, but not really maximized Recharge in this build.

Hey guys, I've got a permanent character now and am looking to maximize it in every way possible, specifically, I wanna be able to exemp with full IO benefits (meanings purples or pvp IOs). Inf isn't an issue, it's not for PVP but PVE and really anything but the fire ball and fly can stay or go. What I'm looking for in order is: Perma-PA as early as possible, End recovery, and Health/Regen Here is the build I am using, Local Area Man made it:
