A New Respec Interface is sorely needed !!!
While I wouldn't mind if what you suggested were to be implemented.. I believe the devs have stated that we should consider ourselves lucky that they even allow us to keep 10 enhancements after a respec, because they are not very fond of even letting us keep *that* many.

Anyways, from what Castle said, it seems that the developers are open to de-signing the respec system so that you are not completely unslotted.
The idea, as I understand it, is that the developers are looking at a UI solution where you'll be able to change what levels you got powers, without having to go through the complete re-leveling process. For example, let's say you picked health at 16 on a regen scrapper, but you could have had Integration. The "new" respec system would allow you to specify taking Integration at 16 and Health at a later level, by drop and dragging, or clicking assigned level ranges.
Now, is this what is going to happen? I don't know.
I do know that there are no plans to increase the number of enhancements that can be unslotted and held at once.

However now with the Invention System oftentimes I find my self having to use TWO AND THREE respecs to pull off IO's that would be perfectly good on another character. but because I only have TEN enhancment slot I find myself having to reslot IO's I wasnt to keep for later or those I want to transfer to another toon. This is also very time consuming as well.

Personally, I read this and I say "That isn't a respec. That's stripping a character. Why would they want to make that easier?" Which feeds into the "Lucky we can keep 10" comment, too.
If you're doing an RP versus "normal" build, use dual builds, not a respec. My opinion, of course.
Wanted: Origin centric story arcs.
If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.
I guess that depends on what you're really asking for. If you want a new UI for Respecs, or the option of only respeccing a few powers at a time, rather than the full rebuild we go through now - that might be in the works. If you're asking to recover more than the 10 Enhancements we get now, then you go up against 'storage inventory' limits, which are deliberately set low, and the whole Influence-sink aspect of the Enhancement system.
As I see it, the Real issue is that we can Spend a billion influence on those ten Enhancements and have another few billion invested in all of the enhancements we Aren't able to recover. 'Influence-sink' is one thing, but the sheer Scale is staggering.

After seeing the new market interface, compared to the old market interface, I'm not sure I want a new Respec Interface.
The new interface is... better in some ways. Worse in others.

Now it is true in the past it has been said we were lucky to keep ten, but wasn't that statement made a long time ago? Things change, holding onto old ideas just for the sake of holding onto them seems pretty dumb. There is no harm in reusing enhancements and giving them to our alts. The fact that we can now email items to ourselves only encourages this desire for many people.
The time has come to revamp the way we respec out characters. I remember when there was NO respec, so this is not a rant against respecs. However the time has come where I believe the development team has to seriously look at the respec interface.
The Market got an overhaul and its time for our respec interface to change with times. Back in the day when all we had was SO's it was easier to respec and move things around and sell back what we didnt want anymore for the same influence or infamy it was purchased with.

This system needs to change with the times. The reality is our characters develop. We get new ideas. We see new things we want to try. Many of us role play and oftentimes this might lead not to just a simply background or costime change but in power choices and enhancement slotting as well.
Please Devs consider updating our respec interface.
