I have lots of silly characters, but most of them have some tenuous connection with their name...
Examples:
Captain Kalamari (Warshade)
Rubber Chicken Man (He was irradiated and came to life)
Psychotic Steve (Psy/Mental Blaster)
Pinkbeard the Pirate (Ninjas/Pain MM... yeah. Ninjas. They're secretly robot ninjas.)
Really Angy Man (Fire/SS Tanker)
Fire Banana (Fire/Traps Corruptor)
Atomic Lizard-Donkey (No powerset combination could justify his existence.)
Elfis Lives (He's an undead Elf rock star.)
t3h Ub3rbl4st3r (My guess at the time at the weakest blaster combo I could find...)
His Noodly Appendage (Flying Spaghetti Monster-based Peacebringer)
Banana Slug Woman (Handlebar/Quandry Jalopyfish. Dispenses fragrant vowels!)

... yeah. I also have a lot of characters that are named after nonsense words that I made up. Such as: Explomadoza, Dr. Fejwol, Asoposl, Pungol, Llecarud...)

After looking over my current stable of characters, I see that I don't have as many silly names as I thought I did:

Therm O'Dynamic, my mutant lobster (civilian name being Arthur Podinski)
Those are really the only ones that I feel can be declared silly names.

(The reference is to Deja Thoris, the main squeeze of John Carter, Warlord of Mars... Mars being known as Barsoom to the natives there.)
I also enjoy silly or satiric names. Of course, when you broach this topic, it invariably attracts the attention of Troy Hickman, who is a master of such names. But he also gave us Cyrus Thompson and the "Smoke and Mirrors" arc in the CoH comic, so he does have a serious side as well.

"The Most High has spoken, even with His own blood," Melancton replied. "Surely we know."
Which is really sad, cause it's not. One of the things I like about this game is that it isn't all about level 50, it's about the journey there. Right before I switched servers, there was a dude talking in broadcast saying that the reason he farmed AE was because the main game was "broken". To him the main game was broken because he couldn't go from 1-50 in 3 days.

general incompetence (Actually competent PB, but NPC chatter about him tends to make villain groups sound bad.)
Rave Troll (Cry havoc and let slip the drum machines of war!)
Sad Girl in Snow (Shoujo without a cause.)
Lysdexic of Borg (Futility is resistant. Your *** will be laminated.)
Machine That Go Ping (Kin/Elec defibrillator. Also the most expensive machine in the hospital.)
Glow in the Dark Man (He does.)
And so on... admittedly most of them have bios that either make the name seem sensible or run with the sillier aspects. Only one or two have completely serious bios that do nothing to really justify their names.

Hmm, silly names.
- Buttered Cat, Gravity/Ice Dominator. Old physics joke, bio explains it. Lots of complements on the name and the character concept, a few detractors.
- DJ Shoopuff, Rad/Psi Blaster. Librarian by day, club-hopping party-provider by night. Her name really could be anything, personally I just like the sound of "Shoopuff" (as well as the actual thing).
- Dr. Particular, Ill/Rad 'troller. I don't consider this a silly name really but some would. The bio explains that he used to be a kids' science show host, along the lines of Mr. Wizard.
- Sister Scylla, BS/Regen Scrapper. Another name that sounds disconnected from anything, until you read the bio and find out she's an ex-KoA, who have names like that.
- Staff Chick, Staff/Regen Scrapper. Okay, she's a placeholder, I'm an optimistic guy. A joke about this.
- Vegan Rage, Plant/Stone Dom. I guess this would be my one character who most fits this topic. Basically she's an archeology student who went spelunking by herself, was presumed dead, and came back as a wannabe Devouring Earth. With a silly name that her creator finds amusing.
- Oh yeah, almost forgot about Quicksand Jesus, the Earth/Rad 'troller. Jesus Dominguez came up with what he thought was a good heroic name, and doesn't understand why people think it highly hilarious to tell him they're "18 and Life" but won't settle for any "Monkey Business".

Barsoom sounds like a euphemism, btw, as in "Man, look at the barsooms on that babe!"

Right now I have one character with a 'joke' name - Adjective Noun.
I used to have Rouge Angle and Very Dense Man (gravity dom; not that smart) but I play on one server and slots are precious.
I do not suffer from altitis, I enjoy every character of it.
My funny names have expanded now that I bought a bunch of slots:

The Uncertainty (not a funny name but in keeping with the OT he has a funny bio: "Radcliffe Weaselmonkey only remembers two things; his name and the fact that he is...A HERO!" combined with his build: A scrapper that I have run to L30 while only taking pool powers from L6.)

For names and descriptions, I tend to go with silly names, bad puns, double entendres, or all of the above - either in the name or the description.

- Hapless Schoolgirl, the SM/WP Brute.
- Carmen Aburana, who is (you guessed it!) a Fortunata.
- Inattentive, the Emp/Rad Defender (truth in advertising!).
- Beyond Help, my SS/FA Brute (more truth in advertising!).
- Shivan Cheerleader, the Rad/EM Blaster.
- Miss Subtlety, the Fire/Fire(/Fire) Blaster.
- Smokin' Mirrors, an Ill/Rad Controller.
- Bad Cliche, a DM/EA Brute whose bio can be read here.
- Spay This, a Demon/Dark MM (bio here).
