I wanted Aid Self...but I couldnt seem to come close to cap on defense without maneuvers

I'd say your power picks are ok, but you've gone awry in a few places, barring you being a multibillionaire.

the paneca proc and the pvp 3% def are very, very expensive. replace the pvp 3% def with the steadfast protection 3% def. maybe you have the pvp version already; in that case, work in the steadfast as well.

I would drop either SJ or SS, maneuvers, and another power (darkest night?), and pick up tough and weave. The extra s/l resist is good, and you'll get a few more points of def out of weave than you would maneuvers.

Figure out how to get 2 extra slots into punch, and kick that kinetic combat to the curb. Replace it with a mako's or ToD.

Otherwise, nothing i see as too glaring; any extra endo would probably be good. Edit: finding more places for lotg 7.5% recharges is a good way to crank your recharge up a few notches, too.

Yes, it's not easy to soft cap defense without maneuvers nor weave. If you're ok to lose hasten, then you can take a look at the build below.

Imma help you out...Your end recov isnt insufficient, your end drain is gonna be a real killer, drop that +3 def pvp proc asap! have fun even trying to find one for sale and then getting it for under 2 billion! Drop that panacea proc. not needed...Lists go on and on and on and on....too much to even mention....scratch all that...start over or just look at this build...hehe

And btw, never put rech IO's in Active Defense, u will begin to hate pausing so much to activate it, and you need to lower the end drain in it, if you cant afford/find the hami's i have in mine(which btw really buff the Def Debuff Resistance) then just look at my alt slotting for it, its just 2 end IO's.Cheap way of slotting it.
Glad you went with dark patron, its very good, another aoe with dark obliteration is awesome. Darkest night isnt needed with all the mitigation your gonna get with footstomp and shield charge and the added -tohit from dark obliteration. If it gets hairy then pop that T9 and the crash is easily overcomed by a couple small blues ins.

While you're levelling, put in enough that it recharges before it wears out, plus a little extra to CYA if you're debuffed. Once you hit 50 and do your final build respec, take out any slots you put in it, and put an End Reduction in the default slot. My SS/SR brute went from 10 End every 66 seconds to 7.4 End every 97 seconds when I made that change to Practiced Brawler. That's a change from 0.15 End/sec to 0.076 End/sec, and it's very rare that you need PB or AD double-stacked. Romulus's rez in the ITF is usually the only time I need it doubled up.

On both my shield characters I put 2 Memberanes in Active Defense. I think getting extra DDR from stacking it is great, especially if you skip Grant Cover like you did.

I was playing around with different combos in AD earlier and noticed something worth mentioning. If you have enough global recharge (mine is at about 50% without hasten on), instead of using 2 Membrane Exposures you could just put one, and then put an Enzyme Exposure in the other slot. This brings the recharge up to 109.9 instead of 92.9 (on mine, yours might be different), but it reduces the end cost from 10.4 to 7.8, and increases the DDR from 24.2% to 26.5%. If endurance is indeed a problem, then this would definitely help since it won't be firing off as frequently and will cost less endurance each time. Of course, you need enough global recharge to pull it off but shields leave you plenty of room for LoTG +Rech IOs. Just a thought, although I guess for a lot of people it's really a matter of preference.
