Video card driver is way out of date. Since Dell doesn't have a new enough driver on their site, you'll need to download the Verde Notebook Release 197.16 drivers from nVidia.
Upgrade Vista to Service Pack 2. It's been out over a year now and you should have installed it long ago. It resolves several issues. You can download the five language standalone installer for x64 based systems from Microsoft here.
Once you've updated the drivers and installed Service Pack 2 try the game and if you are still having problems post fresh HiJackThis and CoH Helper reports.

thx. since this thing is only a year old, i wonder why it didnt have SP2 on it already.
SP2 was released on May 26, 2009. Dell and other OEM's have to build a new image to install on their system to incorporate the new Service Packs and have to have new Reinstall cd's printed up.
That takes a bit of time.
I got my Dell a day or two before SP2 was released and as soon as it was available I downloaded and installed it. Of course, I knew it was being released already due to updated info we'd received in the School District's Technology Department I work in.
I'd recommend making sure Windows Update is set to, at the very least, let you know when new updates are available. For most non-technical people, I recommend just setting it to Automatically Install the updates and set the time to Wednesday night at Midnight and make sure the computer is on then.

funny thing is, my Updater thing IS set to that. SP2 installed. updating driver in a sec, then time for moment of truth..

Turn off the Dell Dock. I uninstalled it since there had been problems with one of the Stardock programs and CoH and I haven't missed it a bit. Others have reported that turning it off or uninstalling it resolved their issues with the game.
You have a lot of programs running at startup (all the 04 entries in the HJT log). Most of them don't need to run at startup, and most probably don't really need to be running when you are trying to play the game.
Click Start, type in msconfig in the search box and launch the program. Click on the Startup tab. Uncheck AT LEAST the following items:

I'd also recommend trying to launch the game in Safe Mode in case something in your graphics settings is causing an issue. Not Windows Safe Mode, City of Heroes Safe Mode.
Launch the Updater and click Next. BEFORE you click Accept, put a mark in the box that says "SAFE MODE" then click Accept. This will load the game on the lowest graphics settings and should allow you to get in and then adjust the graphics settings.
I'd recommend the following settings:
Physics Quality: Medium
Maximum Particles: between 10000 and 25050
Depth of Field: Off or No
Shader Detail: Off for now or Disabled, not sure exactly how it lists.
World Texture Level: Medium or High (this may be on a percentage, if it is then I think 100% is High)
Ambient Occlusion: Off
Once you have the game running and letting you in, adjust one setting at a time, close the game completely and then relaunch it and see if that setting messed you up. Rinse, repeat.

it does not load up outside of Safe Mode period. I crank everything to the very lowest craptastic setting it can have, and it doesn't load up

One more thing to try that I just thought of.
McAfee's suite I believe has a Firewall in it. Go into the McAfee control center and disable the firewall. It's possible that since the updater has changed the file since you ran it last that the firewall is blocking it.
I'm so used to disabling software firewall's that I almost didn't think of this.

I have this issue too. I have no clue what causes it or how to fix it. The way that I finally enter the game is by running 1-4 instances of the client simultaneously, one of the 4 doesn't hang and I sign in successfully. Good luck.

well im going through the game support stuff. So far they told me to update DirectX9, even though i have 10, and it still doesn't work. Awaiting a response from them, or someone else in here who may have a clue.
A bit more drastic but go back to msconfig and the startup tab and just uncheck everything there and see if that helps. You can then slowly turn stuff back on (if it works) until you find the problem program and leave it off while running the rest if you want. Another thing I haven't seen suggested here is to remove and reinstall the game clean. Might be a bad file or something in the install causing an issue. You might also try updating your sound drivers, they're a bit old as well. Not likely the issue but couldn't hurt to try I expect.

tech support had me uncheck everything in the MSCONFIG. It actually caused me to not connect to the internet. But finally fixed it to connect again, with only that running, and it still did this.
And its not just the Live server folder. I tested Test server too and had the same thing occur.
I'm an idiot for not noticing it earlier but this is a laptop you're using and I'm thus guessing you're using a wireless connection. Have you tried plugging in and connecting over a wired connection? There have been some issues I believe since I17 with folks on wireless having connectivity issues. I'd suggest disabling the wireless when you try it just to make certain it doesn't interfere with the test.

I have the same problem on my desktop. It's intermittent, however. Sometimes it loads right up. Sometimes, I have to wait for 15 minutes for the NEXT button to appear.

Do you have a graphics tablet installed? Texas is right that Stardock, Delldock, and other reskinning programs can cause this trouble. However this exact problem has also been caused by graphics tablets. In these cases just turning off the program didn't help, the graphics tablet had to actually be uninstalled completely.

i have no graphic tablets installed. I uninstalled DellDock for good measure and still nothing has changed.

The only other thing I can think of right now is to try restoring to a previous point when you know you were able to play. It might be caused by something that was installed between the last time you played and the last patch. If this works then you can try updating the service packs and other things till you find the one that caused the problem.
Ok, just thought of one more thing. If you are at college there is a chance that they just recently decided to block those ports.

and no, im at home. I have had an instance where i couldn't get on before because AT&T messed with its routers settings, and i couldn't get into the game. But this is different, because i can get to it on Safe Mode.
