No, I don't think there is a new zone. I think it's just there to make the game more interesting for the 1/1000 people that haven't turned off NPC spams. :P

I don't recall all of them, but there are two or three NPC messages like that talking about Croatoa as mentioned by Gromar.

The Crash Site/War Zone maybe? It's certainly closed off to the general public, and it seems that only heroes working with Vanguard can get in (this isn't strictly true in a gameplay sense, but that's the impression I get).
