They're a Back Detail, like wings.
However, they aren't a default option. Most of them are recipes you can buy from the market.
Angel and Demon wings are a Vet Reward, which you get from having an active account for 15 months.
The Mac Special Edition comes with wings as well

That's it, really.
There are three ways to get wings in the game:
1. Craft them from a costume piece recipe.
2. Play the game for over a year.
3. Buy a Mac Edition code for the Valkyrie wings.
Since you're new, we'll focus on the first one.
To get a wing recipe you can either be lucky and get one off any enemy you defeat, or you can just buy one in the Consignment House/Black Market. It'll say that it needs some specific pieces of salvage to be built, so get those too.
Take this to a University and craft it at one of the glowing tables there. You'll be told that you've unlocked a new costume piece. You can now access that set of wings you've built.
The wings you can build, the wings that are a veteran reward and the DLC wings aren't the same, by the way.
The Angel and Demon wings are veteran rewards.
The Valkyrie and Armored Valkyrie are DLC.
The rest, including Dragon, Bat, Skeletal, Tech, Fairy, Insect, and Burned are craftable only.

Oh, and you unlock capes by doing a mission at level 20, in case you didn't know this yet.
