Red side players looking for help
Villains can't email inf to heroes and vice versa. You're starting from scratch.
As for your build, it looks pretty good but I think you should think about fitting in build up earlier. I'd recommend dropping fire sword because scorch - cremate - incinerate - scorch can be chained together pretty easily, and you'll want the tohit and the damage boost that build up provides.
Hasten should be taken as your level 30 choice. Hasten is a must for regens because their survivability is based on timed clicks. Obviously a power like hasten directly adds to a regen scrapper's survivability.
Ive played ALOT of scrapper combos.
Fire/rgn might be the squishiest ive played yet. But then again this toon is only 36ish so shes not completely built yet. Ive yet to take stamina and havent had endurance worries at all. And I do mean "no endurance worries". That might save you a power pick. But if your wife is gonna fight with fly on, you might need stamina. Other than that. Nothing terribly outta line. I forget if reconstruction is available at lvl 4 (maybe thats QR), its your main form of mitigation id grab that asap.
Add to that a troller that isnt so much a "support" toon but rather a "I can solo anything in this game", and it looks like you got yourself a fun combo!!!
No luck on swappin villainside to heroside influence/infamy. So your stuck with zero coinage.
My favorite combo is Faceplant/DebtCap with the TeamWipe Ancillary

She'll notice right away that regen plays differently than any of the other mitigation sets: the green bar bounces around faster than what you've noticed with any of of your brutes. It's incombent upon the player to actively manage the mitigation resources the set provides. It's fun, and rewarding, and works especially well with a primary that has mitigation of its own. FM is lacking in that regard, tho. The good news is you'll have phantom army and spectral terror. Problem solved.
The duo should work very well, and the build you're working on looks good so far. I would get hasten, as another poster mentions, and I would also look to fit in tough. It can really take the edge off of those big hits and give you enough time to hit recon or dull pain, and it sets you up to take weave to stack later with any +def set bonuses you might chase.
As for influence, like it's been mentioned, you can't email yourself cross faction cash. If you really want a nest egg blueside, there are some reputable members of the boards here that do cross faction exchanges of currency. They do take a cut for the service, however. If you're interested go check out the player help -> market and invention sub-forums.
*You may want to swap out Fly and Air Supp for Combat Jumping and SJ. The little bit of def goes along way. (CJ is also a good -kb io slot)
*Get Hasten
*As stated above, stamina is not necessary, or can be put off until a later pick. The rest of your build looks good.
*Consider the fighting pool if you find you resists and defense to be lacking at later levels.

Thanks for the quick responses. Too bad about the infamy, but not a huge deal, really. She's kind of an odd player. She has two lvl 50 SS brutes but she rarely uses rage. She claims she just doesn't think about it.
She also prefers AS and fly to CJ and SJ, because fly is easier for her to deal with.
It might be that this set doesn't suit her too well. What would be an easier secondary for her to play? I guess /WP is pretty easy, and survivable. One of her 50 brutes is a /wp and I don't really know if she would want to do that again or not. I suppose /SR and /INV are pretty good and simple as well. Do any of those three go better with FM?
Quick post on building inf fast: Do the tutorial and post your inspirations on the market for a touch under 50k each. one or the other should sell for 100k.
Now don't do a sewer run or your starting contact arc, instead run AE missions until level 5 be sure to turn bosses ON. At this level bosses have only a few more hp than lieuts but give over triple the rewards (10 times the reward for a minion with only 4 times the HP). In AE you will get tickets, in all other circumstances you will get TOs only, not recipes not salvage until level 4. From 4 to 10 you will not even get recipes.
At level 5 go to kings row and do your 3 paper missions and the bank job to get your jet pack. Back to AE until level 10.
Turn in your tickets for rare salvage. Prophecy, essence of the furies, military cybernetic, conspiratorial theory etc all sell for over 2 million.
While playing use any market slots to flip large inspirations. Buy anything but purple for 15k or less sell for 50k. Buy purples for 30 to 50k and sell for 200k. You can also buy recipes/salvage and sell to vendors but I find that time consuming.
By the time you're level 10 you should have 10-20 million. At 10 hit the hollows. They are awesome! And don't miss faultline from 15 on. Anyway, at that point you'll be set. Just sell everything that drops and you should be fine inf-wise.

Also, while it's true that you can't email infamy to heroes and turn it into influence, you *can* use Smurphy's Email Inf Exchange. He is 100% trustworthy and reliable, and is currently charging a 7.5% fee to change your influence to infamy or vice versa via email.

Shield has click-based status protection. Don't want to be forgetting that one. Might not be the best. I run into this problem myself.
I really, really, really, really loathe click-based status protection. And I do remember when detoggling was relevant. I still hate click-based status protection.

My wife and I normally play villain-side. We each have several lvl 50 villains. We know how things work over there. We've tried hero-side just a few times. The size of the zones, contacts in multiple zones, missions from the same contact in multiple zones, and all these things have kept us red side.
It seems things have changed a little with I17 and ninja run. Missions are not so far away anymore, and ninja run lets us get there quicker, so it's not as bad as it used to be. Therefore, we are giving hero-side another try.
I chose an ill/rad troller, and she chose a FM/Regen scrapper. I have plenty of experience with brutes, and so does she, we each have 2 lvl 50 brutes, but we've never tried FM and of course brutes don't have regen.
I'm using the Local Guide to Ill/Rad Controllers by Local Man (http://boards.cityofheroes.com/showthread.php?t=141225) to figure out my toon, but I didn't see any guides on FM/Regen.
I've started on a leveling build for her, can you let me know if I'm on the right track? We will be using Ninja Run for early traveling, so there is no need for us to have our travel power at 14, I figured she was better off with attacks and stamina by 20, although quick recovery may mean she doesn't stamina by 20 either, freeing her up to take something else. What else, I don't know.
We have no infamy on the server we chose, Virtue, but I guess we can email it from our other toons. I don't remember though if villains on one server can email infamy to heroes on another server. If not, we will have no infamy other than what we earn ourselves.
