Yes, as long as you don't have a CoV CE code on your account, you can apply a CoV CE code to your account. Same with all the other codes. You get all the goodies, including the free month. For example, I have put all of the retail codes on my account except for CoV CE, and gotten the goodies for all of them, including a bunch of free months!
The only weird one is if you put a CoV CE code on your account and then attempt to put a generic CoV-only code, you can't. But you can do generic CoV-only and then CoV CE just fine.

In some cases, like I think the Prestige Power Slide, there was a limited edition pack available for players to purchase who already HAD the original content. The developers are doing this again with Going Rogue Pre-Purchase and Going Rogue Complete Collection. Those who Pre-Purchase Going Rogue can buy a limited availability download package to get the special in-game costumes, emotes, and other non-time differences between the two packages.
These update downloads don't last very long though... so if you didn't buy the update package within a couple of months of the release... it probably won't be made available again.

Now, if there was something in the CoV CE edition that you'd like to see made available again, it might be a good idea to approach the developers about making a CE-Booster Pack. With Going Rogue coming up, and a (presumed) push from NCSoft Marketing, it might be a good time to suggest that some of those esoteric CE rewards be made available again as the original retail packages have been out-of-print for... well. Years now.
Here is the catch, je_saist : the CoVCE, like the CoHCE (which is what has prestige slide) both had HeroClix. The only "booster" you can buy to get the CoHCE stuff is a physical pack at Cons (when they have it) because of this.

I don't recall getting any 'heroclix' in my CoHCE. Just a map.
You should have gotten a Statesman heroclix and a PvPonline comic with the CoHCE.

I bought it off Amazon. At the time, I paid about $80, but since it's not produced any more, all of their copies are from resellers, so the price varies.

They've got 8 copies available right now, ranging from $8.99 "used" (be wary! "used" may mean "purchased but not used" or it may mean "unusable code because it's been applied to someone else's account") to $99.99 "new". Reading the descriptions, some of the "used" versions are missing the comic and/or the Statesman figure. One of them even has the CD as scuffed. Probably not a good buy on the used ones right now. However, the $99.99 version says it's still sealed by the publisher.
The ones they have available changes over time. I bought mine for about $80, and I've seen it listed new for $50 since then. Now it's $100 or more.

I bought three copies of CoH CE at Big Lots two years ago, for ten or fifteen bucks each, when they cleared out a big shipment that apparently appeared out of nowhere. Occasionally large warehouse-style stores shut down or move warehouses or something, and they find weird **** in their back rooms. And this weird **** finds its way to Big Lots or similar "other businesses' unwanted overstock" stores. One went to my account, one went to my boyfriend's account, and one went to a mutual friend. I was very sad that I didn't think to pick up a fourth for my second account. 
I use the **** out of Power Slide...
I'll be buying every [unopened] CoH CE I see for the foreseeable future if they're $30 or less.

Does anyone know if you can upgrade an existing account with the CoV collector's edition and get the free month/costume pieces added to your account? I've tried finding an answer but haven't come up with anything specifically for the collector's edition.
