I think that will probably be the only way to travel from one side to the other - having multiple ways doesn't really seem to have much point.

The idea makes me wonder about the construction site in Steel Canyon that was at one point rumored to be the launchpad for the moon base. That thing's been there for quite a while now with no actual hints to it's purpose. Maybe it will be the gateway to Praetoria. It would make sense to have that in PI for story reasons, but, at the same time it seems like a bad idea from a mechanic standpoint since you would be fairly low when you leave. Steel Canyon, being a teens zone seems like the perfect spot for that portal. Not to mention the size of the framework that is there seems perfect for a single portal building.

Yep. The rumors were that the construction in Steel, and the similar construction in Port Oakes, would be launch facilities for going to the hypothetical outer space zone/moonbase. The Port Oakes one is even labeled Launch Site with a rocket as the icon on the map that came in the Architect Edition, but the Steel Canyon area is just labeled City Rebuilding. A recent Dev comment seems to indicate that it's since been scrapped/canceled/put on indefinite hold. Still, i don't think they'd just stick a building at the Steel Canyon site. More likely is that it would open up a gate to the new area shown on the map if the Devs do anything at all with it.

There is of course simple convenience. There might be a bit of a bottleneck should a lone NPC be responsible for side-switching characters of every level converging from every zone. Moreover, the rumor on the Intertubes has it that there was going to be at least one other way for the Alignment Tip "underground". A quick recce of the zones for other suspicious characters couldn't hurt.
