Arena Emp Build
Secondary doesn't really matter since you're not going to be doing more than buffing, healing, and evading anyways. Go Power Mastery for PBU.

For an Empathy defender i'd go with Sonic or Elec. Sonic is good for the stun from shriek, whereas elec is good for the pet. (Can act as an IO Mule.)
Then again, there's absolutely no reason to play an Emp Defender over a Controller, because the Controller version of Power Boost recharges twice as fast.

I am most likely the worst PvPer on Virtue and quite possibly the entire game, I would not even take my own advice.
However, I figured to get your gears moving I'd post my own emp build that you should not try to emulate due to its sheer level of fail.

Do Emps need fitness?
Superior invis has no advantage over stealth + stealth IO other than it has no movement penalty. It's good for IO bonuses though (LOTG +rech and Shield Wall for the +HP) if you can fit it in.
I would not skip fitness ever on something that wasn't regen in PVP.
it does not actually as the movement penalty with stealth + dr makes you slow. An arena emp has one job buff (counting heals as buffs) - You need to be faster and jump higher than the other team. It would depend if people run kins or not (yes kins...with dr speed boost and ir is awesome for blasters).
I would say a petless ill emp with all the fitness powers and accos can still get close to hp cap. Threw it togehter fast but 1526 hp 37.5% recharge and over run and jump cap for DR.

I've seen many Emp Defenders not take Fitness, but most Controllers do. Standard pools for a PvP Emp are Speed, Fitness, Leaping, and Concealment (Primal epic for Controllers, Power epic for Defenders).

Is the -35% from runspeed seriously that big of a deal?
Is SI worth an extra ~0.5 end/s?
I don't think so on either account. Would be interested to hear what other ill/emps think.
I would skip si, it has no real benfits that you can't get by just togging over to invis. I have a staminaless build as well. Between ra , conserve and gaes its very managable.

In your stamina-less build, do you pick up the leadership pool in its place?
I have 2 versions of it, one with tough the other with leadership. I really would not recommend it though unless you have either some experience playing staminaless or are willing to relearn how to play. It is not really a night and day type diffrence but it does require a bit of adjustment, at least imo.

~150 Feet range on the heals should be pretty sexy. (1560 HP, capped travel speeds, 52.5% rech, mag 45 KB protection)
Fire/Emp/Primal is the best.
Why go illusion when all you will be taking is the hold and pets?
Fire imps are permanet (i.e not on a timer) and move alot faster for better disruption.
In my opinion anyway.
Things like Fire/ Grav/ and Mind/ Probably have better tricks than Illusion anymore for the most part.
Flashfire or Wormhole are sexeh 8 second stuns. Mind has Dominate, Confuse, then TK which can really be valuable in a 2 v 2 if you are going blaster/support for cutting out the support for what seems like forever. Fire Imps are better targeting disruption than PA. Grav has wormhole (Awesome placement stun) that you can follow up with a webnade into a pool or something to make for an easy target (if they aren't quick with arena temps)
If you are rolling something new up I'd probably suggest one of those three over Ill anymore.
Which secondary should go with Emp? Which epic?
