Need help with Ink Man badge.
The Ink Men are a CoV addition, and as such don't naturally spawn blue-side. Occasionally you may see them pop as the ambush for the level 20+ costume slot in Steel, but your best bets are the Talos Island Safeguard or Siren's Call. I earned mine in Siren's Call in under 20 minutes, but that was before the PvP changes made PvE harder.
Remember, also--entering a PvP zone constitutes PvP, whether you want it or not.

Indeed... Siren's Call is the easiest way of getting them. Suck it in and take it like I did. Also, like I did, take a blood pressure pill beforehand if you hate PvP.

Siren's Call is where I got mine - there are lots of them there - and lots of Stalker-ish death too
If you need a hand, I can help you - safety in numbers is useful in the pitiless killing fields of CoH PvP

First, Thanks for the replies and quick direction.
Second, PvP may not be my cup of tea, but Death = Debt and that's just another Badge!

Anyway, I also got my Blue Ink Gladiator from Siren's Call. While I was there, I also grabbed Warrior Bosses (Elite) in the NE corner. I know they can easily be found in other places and inside missions with the new settings, but they are in large quantities and I don't mind hanging out in PvP zones (even though I don't really PvP either). lol
That whole NE region is also good for Sorcerers, Ancestor Spirits and Sky Skiffs. If you don't mind hanging out in a PvP zone, you can just plow through everything around the block over and over again for badges. You have to spend 5 hours there for another badge anyway, so might as well do something.
Within a couple of minutes you'll have someone who'll make it their mission to find mobs of Blue Ink Men and TP you into them. Defeat a few of them, then let yourself be defeated by the rest, go to hospital, leave the safe area, and and complain loudly in /broadcast that the TPer is horrible and cheating and why can't they leave you alone - you'll get the Blue Ink Man Badge and some debt badge credit in no time.

What you need to do is /broadcast that you're only there for badges, and that you don't want to fight, and also please don't TP you into mobs, especially not Blue Ink Men as they're so hard to escape from.

The best part is when I am badge hunting at the same time as the person who is broadcasting "please don't hurt me". They put a target on themselves and I seem to be left alone. I watch them complaining and simply "LoL".
Siren's can also be used for hunting Toxics, Ancestrals, and Sorcerers. In any zone I have badged in, when folks realized I wasn't fighting back, they walked away. It's not fun for them if you're not fighting back, or complaining.

Ok, I now have the Ink Man badge and gladiator. Thanks Everyone.
As everyone mentioned, Siren's Call is an amazing hunting ground for many hard-to-find defeat badge targets, home to hordes of Blue Ink Men, Ancestor Spirits, Sorcerors, Sky Skiffs, Warrior Elites, and assorted Arachnos bosses including Toxic Tarantulas.
A while ago I noticed another interesting source of Blue Ink Men though. When your hero goes to the tailor in Steel Canyon to unlock your second costume slot, you are given a Defeat X Tsoo mission and meet with a Tsoo ambush upon exiting the tailor. However, if you wait until around your hero is in their mid 30s, the ambush will match your level, and therefore produce Blue Ink Men instead of the common lower-level variants. If you had a full team of heroes who could all still pull the mission, you could get 8 8-man spawns of Tsoo with a pretty high concentration of Blue Ink Men in each. It's obviously a gimmicky way to do it, and pretty unlikely to happen unless you go out of your way to plan it, but it'd be effective for those who absolutely HATE going into a PvP zone.
(Seriously though, just suck it up and go to Sirens. There are a ton of PvP badges anyway, go for it.)
Rule number six of an empathy defender is NEVER underestimate a blaster's ability to die. I don't care if he has CM, Fort, both RAs, bubbles (both FF and Sonic), and is fighting next to a Storm defender with hurricane on. If there is a way to die in that situation, the blaster will find it.
Wait, there's a badge for Ancester Spirits? I've been killing them ever since I picked up the ghost slaying axe years ago, but I've never seen a badge for them.
Ahh, never mind. I checked the wiki, and its a gladiator only badge thats not linked to an achievement

Also some bluesiders of mine are hunting sorcerors as the badge is an accolade component. While street sweeping in Steel, Talos, and Siren is okay I find the dullness to be a bit extreme. However I cannot seem to recall which contact or contacts would offer the Tsoo as targets. I can ouroborus to those missions with the right settings and take em on.

Ok, Blueside, where can I find the Blue Ink Man (Tsoo) for the Ink Man Gladiator badge?
I was thinking Talos or IP, but I haven't seen any out and about. Any particular place to find them?
