If you're building your Inv/SS to do things like soft-cap to S/L damage, you'd really appreciate having a power that both asks very little of you in power picks, and gives you noticeable amount of endurance and regen.
I recently put together a killer SD/Elec tank that took body mastery, I can enegy torrent/shield charge/lightning rod all day and all night without dipping into the blue bar. True I did take Conserve power to get to the others but I didn't need accuracy, and its good for emergencies, like fighting multiple carnie boss mobs, sometimes that end drain gets in (though i am over the softcap), But the last power I took was Physical Perfection and I know that is making the difference.
True enough it isn't a huge buff, but its so cheap, you can leave it with just the one slot on it and it'll be as strong as it ever would be.
Still trying to put a dark/dark/nrg build together that i like

Can't be to much different for an INV I would think.

It's useful to respec into if you have something like Quick Recovery, so that you can drop the stamina pool in favor of something else which would have a much higher net-gain survivability.
It's useful to pair with stamina as well.
I would not take quick recovery + stamina + physical perfection, however, as that seems overkill.

I tend to take it on tankers a lot more than on scrappers. For scrappers, the pool competes with the weapons pool and Caltrops, which I find a better "uh-oh" button than many tier 9s. Tankers do not have this option, and caltrops would interfere with their core function.

I find the numbers to be kinda weak. There are better power picks that can contribute and if endurance is an issue you can slot your powers or use IOing to fix that more than PP can attribute. And since you likely have Stamina and Health already, you can just as easily slot The Numina/Miracle Combo in there, unless slots are at a premium in which case its not a bad pick.
Mostly its up to you and how you build your characters that determines whether itll be useful or not.

Currently at 45 I think I'll try taking PP with regular 3 slot stam and see how it does. Conserve power will help. If all that doesn't do the trick, I'll add in a Performance shifter or Miracle to keep the blue bar static.
