Broadsword and shield on a budget
One of the simplest things you can do is throw something together that you feel is a budget build and post it up for discussion. Having 10-20 mil to spend on your BS/SD scrapper is obviously a start but only you know if you have accrued recipes/crafted IOs by playing your other alts that may offset any build price.
Here's a sample build that focuses primarily on 'uncommon' recipes which tend to be cheaper purchasing either through the market or redemption of reward merits such as several sets of Multi-Strikes and Red Fortunes. However, I'd asterisk the build because reactive armor is very popular resist set as well as the steadfast unique which can make it pricey to some.
Taking your existing build, I do use in the build every power chosen except for Conserve Power. Including One With the Shield since it accepts another set of reactive armor but if you're end goal is reaching the soft cap (and maybe over), its likely you won't be using the power a whole lot.
So overall, what this build gives you is 44% defense in melee (w/o Parry), ranged and softcapped AoE. Down the road if you should choose when resources are there, you could begin dropping in Mako's, Oblits, Scirocco's, etc if you want to increase your defensive values.

Here's a build I'm working toward. With Parry active, it has 53% Melee, 47% Ranged and 48% AoE defense. The Membranes are probably the most expensive thing, and I don't have them all yet (they're used to max out Defense Debuff resistance, and it's not clear that's even intended to work). Using these power and slotting choices you can probably get 40% AoE and Ranged defense for pretty darn cheap, and work up to softcapping them fairly quickly.
This character is very robust, able to take on four x8 spawns of Malta. After that encounter I was firmly convinced that Shield scrappers are WAY overpowered .
Oh, and if you're short on cash, do AE missions and use the tickets to buy Bronze rolls. You'll be able to use a lot of the recipes directly in your build, and sell a lot of them on the market.

I'm not sure it's doable to soft cap range/AOE for 20 million unless you already have lots of the IO's sitting in storage. The current salvage costs don't help either. My BS/SD also uses Parry to make up the difference in Melee def but at the time I built him it cost roughly $150 million... not including three Membrane HO's in Active Defense and that was two issues ago.
Looking over my build it has two full sets of Mako's Bite, two sets of Blessing of the Zephyr (skipping the proc) and four sets of Scirocco's Dervish. Those bonuses, plus the Steadfast unique, Combat Jumping and Weave just put it at the soft cap for Range/AOE... a single parry without def enhancement caps out Melee. Unfortunately none of those sets are really cheap... I imagine you'd spend your entire budget on a single set of Scirocco's.
What I'd suggest doing is running a few TF's and then taking random merit rolls... you ought to get a "winner" out of 4 rolls or so that will at least double your bankroll. You'll generate considerable inf by running the TF's as well. I've been working up a new blaster lately and out of 10 rolls (200 merits) I've netted about 300 million in recipes... I doubt that was excessive either as roughly half the rolls were vendor junk. I'd suggest Sister Psyche for a really good merit/hour ratio in a fun TF; a good team can knock it out in an hour and a half for 50 merits. Citadel is doable in roughly the same timeframe with a decent team.
Positron is great merits, and a good team can bang it out in a couple of hours but it's so boring it's hard to recommend beyond the one time for the Task Force Commander accolade. Here's hoping that the rumored Posi revamp makes this a fun TF.

There's absolutely no reason why you need to be poor.
Try this.
1. Play any series of AE arcs that you enjoy at a decent level of difficulty. Most scrappers can handle +1/x3 even with just SOs. Get 3000 tickets. This shouldn't take you more than an hour even if you take your time.
2. Take those tickets and purchase 30-34 bronze rolls from the ticket vendor in AE. After you max out on recipes, go to WW and see the prices for crafted enhancements for the recipes you rolled. Note the enhancements that sell for 3M or better if they don't involve rare salvage or 7M or better if they require rare salvage. Delete or sell the rest.
3. Repeat step 2 until you have around 500 tickets left. This should leave you with 8-14 recipes, and 500 tickets. Trade in your tickets for some random salvage of the appropriate range. Focus most of your ticket purchases on 25-40 range salvage since level 40-50 salvage is both plentiful and cheap. Leave about 160 tickets in case you need to purchase a couple of pieces of expensive uncommon salvage (e.g., Living Tattoo)
4. Go back to WW. Buy up any salvage that you couldn't get with tickets. Craft all your recipes and list all of them at 75% of the going rate (average of the last 5 prices).
5. Wait overnight and collect your profits. I will absolutely guarantee that you will double, possibly triple your current 20M.

I probably have about 250-300 million spread across several characters, but I am not willing to bankrupt myself to 'try out' a build/character. What I was looking for is something I could drop ten-twenty million into right now, to carry me to 50 when I'll decide if I want to settle down into the process of seriously IO'ing the character out.
(Which is a good theory.. but so far I haven't managed it, as my attention span on capped characters is very low.. I'd much rather roll a new character and gain new powers than spend a week getting the influence/merits for a +3% def increase. I keep telling myself one of these days I'll 'finish' a character with a shiny IO set build.. but thus far it hasn't happened. hehe)
The AE ticket idea is good though.. I always forget about the AE as I generally PUG missions and TF's all the time.

If 20 million is all you want to spend, then my recommendation is to do what I did - frankenslot your attacks and set yourself up so that a single small inspiration puts you at the soft cap. That's been enough for me to play the "how purple of an enemy is too purple?" game, and street sweep +4/+5 as long as yellow and purple inspirations hold out. Then I go back to easy targets like +2/+3 until the supply replenishes. And I don't even have Parry. A little frankenslotting and proper slotting of powers should have you golden.
You should be able to frankenslot more cheaply than I did. I paid buy it nao prices, and I bought some of the nicer pieces like the Mako's Bite quad and a little Touch of Death. Skip those, and hopefully that will leave enough of your budget for the Steadfast Protection unique. Looks like you could get one of those for three or four million with a bit of a wait. Between that and maybe a little defense slotting in Hover, you should hit 32.5% defense to all. That means one hit of unenhanced Parry soft caps melee, and one small purple inspiration soft caps everything. That should make you pretty unstoppable in normal play.
I'd also suggest that you have too much endurance reduction in your toggles, and too little in your attacks. Attack chains burn way more endurance than toggles in most cases, and are the primary target for reducing endurance drain. Frankenslotting will allow you to fix the endurance in the attacks without compromising on damage, accuracy, or recharge. You'll then be able to slot some resistance in Tough and Deflection, pull some slots to slot up Hack (one of your best attacks), and so on.
Parry should then be slotted as an attack. We're targeting 32.5% defense, so you won't need any defense in it to soft cap, and if debuffed, you can always double stack it or pop an inspiration.

If you don't want to commit that much for this character, I understand. I just wanted to make sure that I can set expectations on what you can realistically get for 20M.
It doesn't sound elitist, it sounds about right (another reason I am reluctant to 'blow my wad' on base build.)
On the other hand, the AE thing is working really well (or I got lucky) I ran two arcs last night at +0/+4 and pulled enough tickets to fill my recipes up twice, pulled two entropic chaos that sold for 14m+ and 2 mako's bites for myself.
This on top about 1/3rd of 45 to make 46. So maybe I just need to run some of those dev choice arcs I've been meaning to get around too for a while and I'll be in a better position.

I used red fortunes in my defenses, mako and touch of death in my single target attacks, and multi-strike & Scirrocco for the AOEs. I skipped tough/weave and went with leadership for maneuvers and six slotted gaussians in tactics. I also slotted a steadfast protection +3 def that I got from rolling low level bronze rolls.
He is soft-capped to range and AoE and one parry softcaps melee. He also has a ton of +damage from the Makos and ToD that stack with Against All Odds making him a very hard hitter.
I don't know what the cost was as I had some in my base and just bought some and found some as I leveled up. But it wasn't very hard or too expensive.

Overlord of Dream Team and Nightmare Squad
So, after hitting 50 on my scrapper gal, I did some hard thinking and realized that of my four current 50's, the scrapper is both the easiest and most entertaining to do farming type activities or various AV battles, task forces etc. So I've decided to lay down an investment in her.
Over the weekend I spent all of the merits I'd been saving for a rainy day and got -very- lucky on my results (two LotG recharges, 2 Miracle recoverys, and a bunch of mako's. The mako's and LotG I can slot and save myself a ton of cash, the two miracles netted me almost 300 million) together with some other assorted stuff I came out of the deal with a bunch of stuf i could use and almost 400 million in influence.
So I have 1 veteran respec left, and was considering this build. I already have most of this (I have one complete mako set, the two LotG recharges, bits and pieces of the two oblit sets, the multistrike set, the kineteic combat set, one of the red fortune sets and some 5/6 of the guasian set.) I did some pricing and cautious (bu t reasonable) bidding on some of the more expensive pieces I don't have, and figure picking up the rest is just a matter of market patience and not paying the 'buy-it-Nao' prices.
The problem I have with it, is I am -still- not even close to softcapped in AoE, pretty close in ranged, and only melee when using parry (which isnt an issue)
How the heck are people softcapping shields without purples? Or is that even possible?

I can't click to open your build for some reason, but here's a few things:
6-slotted Guassian's in Build Up will grant 2.5% defense to all positions. (Three of those pieces can be a bit hard to come by, at least at lower levels which is what i usually slot.)
6-slotting True Grit with Numina's (the unique is expensive of course) will grant 3.75% ranged defense, and slotting with heal IOs is the best way to go for that power I believe. The numbers guys can explain why that is I'm sure.
Do you have a Steadfast Protection +3% defense slotted? I didn't see it, but I'm just scanning the post here. But those aren't too expensive and that's a big help, 3% across the board.
Most people go the tough/weave route (rather than leadership). I think that would help a great deal too, weave adds about 6% defense to all three positions for me. But I believe it's possible to softcap without it.
Blessing of the Zephyrs for your travel powers help a great deal for ranged and AoE defense. Only the KB one is really expensive.

Here is my current plan to cheaply softcap my fire/shield scrapper to everything but AE (42.5% to that one) most of the sets are actually fairly cheap except for the Obliteration, which I picked up about a year ago on another character when prices where a lot cheaper. (NOTE: the numina's and miracle unique's and the LoTG + recharge are not cheap but they also are not required to softcap, I picked those up with merits earned on story arcs/TF's as it costs less merits to get those 3 than it would cost for a full obliteration or Touch of death set). If I was willing to put out the inf for a BoTZ -KB I could even softcap AE def. I suspect you could adapt this fairly easily to BS/SD, although you might want more attacks from the primary.

One thing to keep in mind is that parry grants 15% melee defense, and one application of that is pretty easy to keep up, so you don't need to have melee defense at 45% per se. (You can click on the power in Mids to show the defense it adds).
However, I wasn't able to get to the softcap using the Leadership pool. The problem is that it takes 3 power picks to get to weave, so in the above build I don't have grant cover. There's probably a way to reach the softcap without going the tough/weave route, I just find it easier to do this way. (It also might be more expensive to do it while avoiding tough & weave.)
Generally speaking I'm not big on 4 pieces of Kinetic Combat all by themselves, they grant too little accuracy and recharge... even in parry it kinda bugs me. I put in 5 pieces of Crushing Impact for more recharge. And the Blessing of the Zephyr grants ranged and AoE defense, so I didn't feel that you needed to six-slot Red Fortune for the measly 2.5% ranged defense. On a scrapper I'm happier with six-slotting my attacks as opposed to my defenses. ^_^ (Anyway, adding a Steadfast 3% defense in place of that last piece of Red Fortune is a dramatic improvement, 3% across the board instead of 2.5% ranged only.)
The Blessing of the Zephyr KBs will be expensive... and the Numina's unique will be expensive... but I tried not to alter your build too much or add too much cost to it.

Thanks for all the advice, but making money isn't the issue. Money I am willing to spend is. I probably have about 250-300 million spread across several characters, but I am not willing to bankrupt myself to 'try out' a build/character. What I was looking for is something I could drop ten-twenty million into right now, to carry me to 50 when I'll decide if I want to settle down into the process of seriously IO'ing the character out.
(Which is a good theory.. but so far I haven't managed it, as my attention span on capped characters is very low.. I'd much rather roll a new character and gain new powers than spend a week getting the influence/merits for a +3% def increase. I keep telling myself one of these days I'll 'finish' a character with a shiny IO set build.. but thus far it hasn't happened. hehe) The AE ticket idea is good though.. I always forget about the AE as I generally PUG missions and TF's all the time. |
Here is a BS/SD build that incorporates a lot of the tricks I did in my fire/SD build. I dropped parry - you don't need that if you are at the softcap, and I picked up the fighting pool for weave. This build is just short in area def (44.5) but I had to either short that or melee def or not slot up enough recharge in shield charge (by putting a full set of multistrike in shield charge I can get both melee and area def capped but then you only get 47% recharge in the power). I put crushing impact in hack and disembowel for the recharge bonuses from the set (plus it's cheaper than mako's bite and gives more balanced enhancement bonuses). I put stupefy in boxing for the ranged def and the 6.25% recharge. I put a spare slot in phalanx fighting so you could slot a kismet +acc (to make up for the loss of tactics) and an LoTG + recharge if you can get one.

You know, one thing I forgot to check in your build is whether you had hover on or not. If you turn on parry and hover, your original build is going to look a bit better already.
Most scrappers prefer the leaping pool and combat jumping. I think it grants a bit more defense? But most of my scrappers actually have hover/fly, because Fly is my favorite travel power, and hover can be very useful on some maps.
And Eric has a point, if you can softcap melee then you don't need parry. I don't have parry on my own broadsword/shield scrapper.
Here's another version of your build (modified by me) with grant cover instead of parry. This is softcapped to all three positions, but in order to get there you'd need a third set of Obliteration and a set of Touch of Death instead of Mako's (along with the fighting pool), and you'll need to have Hover on.
Also: I tend to stick LotG +recharges in wherever I can, but that doesn't mean you need them for the build to work. Often I'll slot some other LotG in until such time as I can get my hands on the +recharge.
My advice: buy IOs below level 50, put in bids and wait for them to fill. I usually slot level 30-33, or maybe a little lower or higher, and I can put together "expensive" builds for 200 or 300 million (not counting the LoTG or heal uniques, which may take me a while to add to the build anyway.)

my lil RWZ Challenge vid
Just for comparison purposes, this is my own broadsword/shield build. I know I'm straying well out of the "on a budget" realm here, but I don't have any purples slotted and the Luck of the Gambler +recharges, the miracle and regen tissue uniques, the steal IO (which I still don't actually have) are not the important part of the build anyway. The rest of the build is still pricey, but I'm pretty certain you can do it for less than 300 million by putting in bids for, say, level 32 IOs, and then waiting a couple of weeks for everything to fill. I've IO'd multiple toons this way.
Anyway, just for comparison purposes, this build is softcapped to all three positions even without Hover on. Maybe not the perfect build but it works for me.
Running the wall in Cimemora with this toon is fun. ^_^ You WANT to be softcapped against the Cims, believe me.

Stun sets (in boxing): Razzle Dazzle (2.5% melee and area def), Stupify (3.13% ranged def and 6.25% recharge) for 6 pieces each
Multistrike(pbae damage): 1.88% area (5 pieces) and 1.88% melee (6 pieces)
Blessing of Zephyr(travel powers): 2 pieces for 3.13 ranged def. The third will get you 3.13 area def but BotZ -KB are going for 100-200 million inf right now
Enfeebled Operation(immoblize set - use in epic immobilize): 4.68% melee def for 6 pieces. This is a really cheap option for melee def - probably won't cost you more than a 100k-200k influence total with carefull shopping. I have used this set to good effect on my VEATS redside, where touch of death and obliteration are extremely expensive and hard to get.
Powers: Combat Jumping (1.88% def to all), Weave and Manuevers. As Organica noted you can go with hover and get the same def but with a higher end cost and you have to like hovering all over the place.
Soft-capping shield cheaply generally means having both weave and maneuvers, which is going to push the end usage up a lot. Fortunately, scrappers have the option of going with physical perfection, although if you can manage it a miracle & numina unique is very nice as well.
Other tips for funding builds: Blue side story arcs give very good merits. By picking and choosing my story arcs and not leveling to fast I have found I can pick up enough merits for a miracle or numina unique by L30, sometimes earlier, and enough for a second one by L40. If you group a lot try to get into a positron or synapse TF, although that might result in you out leveling the better story arcs unless you turn off XP.
Another option for funding is to buy an LoTG recipe with merits, craft it and sell it the IO on the market - you can pick up 150-200 million influence this way, possibly more. That can easily fund the purchases of obliteration and touch of death sets, which you could not buy with the same amount of merits.

The salvage, however, cost me 100M but you could probably get it cheaper if you have patience (I wanted it NAO).
That's showing Parry stacked more than once, right? Still, that's not very hard to maintain really.
That's pretty impressive for true budget build. ^_^

Waaay back when shield's first came out, I merrily rolled a broadsword shield scrapper, got her to 15, and then prompty got distracted by other things...
Thanks to some quality DXP weekend time, she is now in her mid 40's and I like the character enough to start spending some money on her.
The thing is, I'm broke.
Not like Broke broke, just not 'I have 100 million for one enhancement' rich. more like 'I have 20 million to spend - total - and ten would be better.)'
I would really like to get -close- to softcapping ranged and AOE defense. as a broadsword, Parry really helps cover melee def, so that's less of a priority.
I Have to have fitness, I Have to have fly (character concept, sorry! and I don't have city traveler, so I need either Hover or Air Superiority) I don't really like to exemp below 30, and if I do, I tend to use a second build for it.
I'm 45 now, and would like to have something to show for my efforts before sitting around at 50 for a month farming merits.
