You could slot shadow fall w/ 3 def/3 resist.
or drop moonbeam (its way underslotted anyways) and your epic armor (does 3 aegis give any kind of worthwile bonus's) for leadership. Tactics is invaluable to me on my ddd. whether u wanna up team damage or defense is your choice.
Reasoning.
slotted shadowfall for resists gives around 20 % to nrg, neg nrg and cold damage I believe.
Give up s/l resist from your epic armor for better "team" functionality. And defender values for leadership is too good to pass up.
Just my take.
My favorite combo is Faceplant/DebtCap with the TeamWipe Ancillary

i would take the celerity out of superspeed (superspeed and shadowfall will grant you full stealth)
dark serveant is best slotted with a tohitdebuff/accurated zohitdebuff-set because all of his attacks have tohitdebuff
i would take the slot freed from superspeed into stamina and go there for 4 performance shifter (all with endmod and the chance for +end)
tentacles will maybe be better with the posi chance for damage

You can significantly boost your single target damage by replacing moonbeam with gloom and getting slots into dark blast. Also, tenebrous tentacles and fearsome stare already have very good durations at level 50, so there's no need to slot them for their durations. Fearsome stare makes better use of to-hit debuffs (it's just as strong as darkest night) and tenebrous tentacles is best slotted for damage.
So if i wasn't going for all out DPS (it is a defender not a blaster) this isn't bad? oh and darkest night seems to floor even +1 lt's (haven't fought anything bigger yet) so do i need to go overkill on the -to hit in fearsome stare? BTW the slotting and power pics were from Darkity's slightly old guide... he said moonbeam and gloom were interchangeable since you can spam the snipe since not much can hit you..

Something feared is only attacking once and after that all the tohit debuff isn't going to top something that's simply not attacking back.

And gloom is much better than moonbeam. Considering how much faster gloom's animation is, it ends up putting out somewhere around 250% more damage.
Garent and Amy are gonna scrap over Fearsome Stare! Oooooo drama on the Defender boards. I am just kidding guys.
My two cents: on my darkities, I slot for uber tohitdebuff for those special hard targets that like to resist tohit debuffing.

The build I posted has the fear duration longer than the recharge of the power. If you can keep something permanently mezzed, then there's no reason to increase the duration.

I went res because I could get +end out of the IOs and had thought that for my purposes I am able to dish enough -tohit. Your better def does make it more likely that you would get both tohit debuffs off so it's not something I would say change.
Looking at Moonbeam, instead I'd of probably gone for Assault or perhaps combat jump for a +7.5 rechg Lotg.

BrandX Future Staff Fighter

Originally I have intended for this toon to be a tankfender but on the way to 50 I've had too much fun with blasting, especially once I got Soul Drain, so I decided on a recharge build instead. There will be tanks to do the tanking anyway, and recharge also aids my debuffage greatly. I built as much recharge as possible without using the expensive purples, and then spent a few slots on defense.
The build is made for running TFs with exemping in mind, from Posi upwards. Debuffing and full utility support from the lowest levels are the purpose of this toon. Shadow Fall and Super Speed with the Celerity unique ensure stealth beaten only by snipers, while Recall Friend ensures full resurrection and transportation capabilities. I took stamina while leveling up at 30, I really didn't need it before then.
Once Soul Drain becomes available, decent damage capabilities come into the picture. I simply love the Soul Drain > Black Star > pop a blue > Dark Consumption > continue blasting chain and it has been invaluable a few times.
Moonbeam and Soul Transfer are really the only "optional" powers. There were a few situations where I wished I had Moonbeam, and could have used Soul Transfer several times during PUG TFs. I was considering taking Teleport and Team Teleport instead, but in the end I don't think two power picks are worth the little time I save with TT instead of RF. I could have taken Maneuvers as a LotG mule (or even run it) instead of one of them but that 7.5 recharge wouldn't help me that much. I even considered Assault for a bit of added damage, but additional toggles would put a dent in my end supply so I would have to juggle them. I'm still considering those two possibilities though.
So, with that in mind, what can I make better? Here's the build:
