Besides, crime is pretty much the national culture of the Rogue Isles.

Heh heh, it lends itself to immigration jokes so well.

Depending on how the developers write the story line it's entirely possible that a former villain could become accepted by the US authorities as a "good guy."

For example, said villain contacts US authorities (or is contacted by them) and says that he wants a pardon. Said government makes him a deal, "You do X and Y and Z, and bring us proof and in return we'll issue you a pardon." Things like this happen IRL, with former criminals testifying against their co-conspirators in return for immunity and/or witness protection.

In a world where super-powered individuals are even more important to a nation's defense than nuclear weapons I can see the authorities being willing to work with them in this manner. When it's all said and done they then issue the former villain a hero registration card with a new name and a recommendation that he get a new costume. Then he's let go with a warning that he'll be watched to make sure that he doesn't go back to his old ways.

If the authorities have any sense (which is comic book worlds they often don't) they'll then turn the full file over to the Freedom Phalanx or Hero Corps or whichever hero organization they typically work with in these cases, so that they can watch the former villain.

Since he's now technically a hero the other heroes can't legally move against him without being classified as a villain themselves. At least not until the regulating agency receives a report of new villainous activity.

The Punisher is another example. He's sort of a good guy, but he's wanted by every law enforcement agency in the world for hundreds or even thousands of murders. He's a good guy by the only standard he cares about: his own. Criminals fear him the way they would never fear the police. There is no appealing his sentence, no jury to buy off, no witnesses to intimidate. If the Punisher catches up to you, you're a dead man. Criminals know that he will not hesitate to kill them, whereas the police will arrest them, and they can get out of it on a technicality. No technicality in the world has ever brought someone back from the dead.

I suspect that just because you're a bad guy gone good all is not going to be forgiven. You know all the Longbow and cops that hang out in paragon City? How much do you want to bet they're going to attack any Rogues they see? The life of a Rogue is probably going to be a dangerous one.
The Punisher FTW and not that cute teddy bear movie version either.

IIRC, Positron said there's a badge that will be lost if you cross over. But, considering the number of badges that become available on the other side, I think I could live with that

My guess would be Jail Bird/Isolator.

Well, sure he may still be wanted, but he's not doing bad stuff AND HE STILL has access to nukes, so leave him the hell alone.
