World of Confusion
Hi my name is Todd and I was just letting you know that the World of Confusion power is not working as it should be working. I had it as a power on psi/psi manip blaster and as a power on my dual pistol/kin defender from the epics pool power on the test server. I turn the power on and one attacks the other for a couple seconds then will go back to attacking me and then the other will attack the other and just keeps going back and forth without the power taking them completely over for long periods of time.

Basically the behavior you're seeing is intended. The toggle does not keep enemies confused (without slotting) permanently.
The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.
I believe it's a pretty terrible power for a Blaster even WITH slotting. "Working as Intended" is not necessarily "working well" (see: Temperature Protection for Firetanks.)

WoC + PFF = I'm in a bubble in a bubble. This is the best thing ever and defeats all arguments that suggest WoC is not a good power.
Dispari has more than enough credability, and certainly doesn't need to borrow any from you.

I dont even run WoC on my blaster until I hit 50 and used the Purple Confuse proc, otherwise its just a fodder for set bonuses.

WoC's base confusion duration is 1.5 seconds, yes 1.5
Enhanced, you can get it as high as 3. No, it's not what most expect, but it still can be useful. Any amount of time enemies spend confused is time they are not hitting you.
As a toggle the duration cannot be high, or it would near prevent enemies from ever attacking you.

I feel like people's hate-on for WoC comes from expecting to use it as a PBAOE control toggle like Arctic Air. It's a sensible expectation given that it uses similar mechanics, but in terms of its function it's more along the lines of a very strange melee defense toggle, causing enemies in melee to hit you X% less often. In WoC's case it's because they're confused during their attack and not because they failed a to-hit roll, but at the functional level it's more or less the same.
It's a little better than melee defense would be in that it protects you from non-melee powers used at close range (PBAOEs, those sword/axe cones) and it redirects the damage onto opponents. It's a little worse than melee defense would be in that it doesn't affect higher-ranked enemies or confuse-resistant enemies.
It's also only Mag 2. It will never hit anything stronger than a Minion.
Quite a bad power except for its ability to accept the Confusion proc.
I keep WoC on pretty much all the time. BenArizona was right on with his assessment of it. It mitigates a pretty decent amount of incoming damage. Yep, it only affects minions; so what? If you're in melee, surrounded by mobs, most of them will be minions. So a decent portion of that damage will be redirected.
I see a lot of griping about the 4 second interval between ticks, or the 1.5 second base duration. I'm not sure what people would want instead that wouldn't be overpowered; no other Blaster secondary has what in effect amounts to a layer of melee defense. Additionally, WoC exists within a set that has a power with which WoC is extremely useful; Drain Psyche. Not to mention that WoC is very handy for deflecting some incoming damage when you spawn-dive to unleash a PBAoE nuke.
