Flicker
I would start by checking to see if you're on the most current display driver release.
I might be completely wrong but it may be an CoX issue with the IntelĀ® Graphics Media Accelerator 4500M card. Someone who has bigger experience with Intel GMA and CoX feel free to correct me
Just got a new laptop and installed CoH on it. When I was playing though I have a new graphical screw up: whenever I mouse over a clickable object (like a store employee or a glowie) the screen flickers. I've got my video settings on recomended since I was just trying it out, but I don't think it's a game setting that messing up. Surely someone else using Win 7 on a laptop has had this before. Anyone here? If so, do you know a fix?

Intel Graphics Media Accelerator (GMA) 4500MHD
The Intel Graphics Media Accelerator 4500MHD (sometimes also called GMA X4500 HD or other combinations) is a DirectX 10 capable onboard graphics adapter in the GM45, GE45 and GS45 chipset of the Centrino 2 platform (Montevina). The chip has no dedicated graphics memory, but takes dynamically an amount from the main memory (up to 384 MB).
The 400MHz clocked version of the 4500MHD found in the GL40 and GS40 chipsets, is called GMA 4500M (without the HD) and has a worse performance in 3D games and video decoding.
If applicable I would return and search for a model that has a true vidoe card in it. Otherwise, update the video drivers if you can and turn all graphic options to minimal...

I've just got feedback from a friend that he plays CoX with a macbook mid 2008 which is equipped with an Intel GMA X1300. Though he is unable to run the game on high graphics settings (he use the recommended settings), the game still runs without any hassle. The X1300 is a much earlier card. I do not have any friend who is equipped with the 4500 so I can not give any feedback on that solution.
I suggest you go to the 'Technical Issues and Bugs' forum - the guys in there will be quicker and more helpful for you. I can tell you, tho, that the first thing they'll say is that your laptop's video 'solution' is not adequate. I do seem to recall seeing a flickering issue like yours before, so maybe they can at least help you thru that.

As weird as it sounds, I've had the OPs issues on my older computer. I believe it was fixed after a redownload (For an unrelated problem).
Make sure you have the latest graphic driver updates and motherboard chipset/CPU driver updates. Go to the manufacturer's web site and here: http://downloadcenter.intel.com/Default.aspx
