I see that 'One With The Shield' says it can't be affected by attack rate changes -- does that include powers like Hasten and set bonuses from IO enhancements?

So is this often skipped in the set or I'm I underestimating the usefulness of it. I'd think 2 minutes every 6 minutes wouldn't be worth it for a Scrapper. Thoughts?

The goal for many sd chars is to softcap your toon(45%defence). If you are softcapped, you may find you have little need for OWTS since you only get hit 5% of the time anyway.

It shouldn't be something to use *every* time it is up. If you are using it too often, I would suggest revisiting your build and tweaking some things. On my shielders that have it, it is useful when I find my defense debuffed into the ground and just need a boost as far as resistance is concerned.

Most will say that this T9, like SR's Elude, is entirely skippable provided one is softcapped. The nice thing about this T9 is that it doesn't just add defense. A relatively crashless +Res T9 is great for a defense based toon if he decides to take it.

I have it skipped in my Mids build right now. I'm sitting at 30% defense pre-IO slotting, so getting to 45% shouldn't be an issue.

Although, I'm considering a few options. I want to be useful without being a typical build... Starting to play with some IO options now.

This power doesn't give defense at all, it gives resistance, +maxhp, and +recovery.
This will help you if you're softcapped for those instances when defense just isn't enough. However, its values aren't enormous, so yes it can be skipped. Works for a special recovery power if you don't mind a half crash, and it can be a good set mule.

That's my take on it too. If you're soft-capped and also have 95% DDR, then you shouldn't need OWtS at that point. Leveling prior to doing so, it's useful for difficult fights, but I skipped it personally.

OWtS is a nice power but one that can be skipped due to the fact that skipping it doesn't gimp your build. Further, many shield builds are extremely tight for the most part.

This.

I gotta say that while leveling up I liked it quite a bit. I'f I was coming up on a big EBoss fight or something I pop it up and the added resistance and recovery seemed noticeable with a very minor endurance crash at the end. As I closed in on 50, hit the defense softcap, and had some strong choices to chose from in the epic pools to round out my toon better, I ended up dropping it and never missed it.
