But I DEMAND we get those capes accessible, they're just too cool to let go to waste!

OK, I'm done picking on you now, and going to actually address this suggestion.
Are the capes cool? Absolutely! Of course that's subjective, but I agree with you on that point. Also on the point that I've love to be able to use those style of capes. BUT, those capes are signatures of those NPCs. Like BAB's gloves, Manticore's headgear, Black Scorion's Tail... hell his whole armor, and Lord Recluse's spider arms.
The devs know we want these things, and for some of them, they give us something close to, but not quite the same. For Statesman's cape, we get the 'Over the shoulder' model, that can be used on any character who has unlocked capes at or after lvl 20. For Recluse's spider arms, VEAT Soldier's who choose Crab Spider get the crab spider backpack.
This is so those items on the signature characters stay unique to them, so they are definitely not going to waste.
While I won't it will never happen, since I'm not a dev, but I wouldn't hold my breath for it either.

Personally I find those NPCs aren't great enough to deserve their own unique cape style. Sure Statesman is the face of CoH, but I've always found him to be dull and not exactly a unique hero in any way. Same goes for Imperious, I've seen that guy get floored on an ITF more times than I can count! And the Honoree.... okay I'll give the devs that one, he's cool.

As for taking the Unique Costume pieces from the Signature Characters: No thank you.
I like Statesman's Cape and Hero-1's cape is -fantastic-. Libby's belt is sweet and everything on Mirror Spirit is gorgeous. But they're signature pieces to make those heroes unique in all the world. Why? So that players cannot impersonate them completely.
Mind you, I can make a really good Liberty or Psyche. I can even do a fairly decent Swan, if I've the mind to do so. But I can't perfectly emulate them. It's the idea that our heroes are unique. We aren't -really- as someone could make a costume identical to our own at any give n time. But with the number of costume pieces and people's varied tastes it's incredibly unlikely to happen.
Making a perfect copy of Statesman on the other hand... Well among other things you've got the Grief issue. A player pretends to be Positron and goes out cursing, sending lewd tells, and performing other nasty and rude acts in his name. Now the Developer is likely going to get into a spot of trouble for this, whether he did it or not. And even if it comes out that he DIDN'T do it some portion of the playerbase that heard the first story by word of mouth without going to the forums and learning it was faked will, forever, believe that Positron cursed out some 6 year old girl and should be on the next "To Catch a Predator" Chris Hansen tosses out.
So let's -Not- release all the unique NPC costume parts, HMmm?

I admit that I don't actively like Statesman either, but I also don't dislike him because the canon we see is of a Statesman who does nothing but get kidnapped (once by Tyrant, once by Recluse) and fight as part of the full team. Oh, and he'll send you off to do his dirty work and stop Lord Recluse while doing nothing to help. At least Imperious joins you in the charge, and most of the Phalanx and Vindicators show up as Heroes in random redside missions.
Statesman barely exists in-game, and that's just not cool.
I hear in DCUO Superman will fly around and respond to trouble whenever a crime is committed. That should be cool. Maybe Statesman needs to stop sitting around and Patrol Peregrine Island, smashing whatever villains he finds.

Mainly because one Superman would pwn States in a second.. and two States is busy getting people to do his dirty work, or rescue his stupid self everytime he get's caught by Tyrant.. or he has people go to Grandville and take care of Recluse for him.

Although I would love to have some of the pieces, like GW's gloves.. those are unique and yet most of the widows have those gloves, so it's not really limited to just one type of character or npc, it's basically limited..
although during Hero con or Comic Con when ever you go there and see the CoH Booth, they'll have special code cards to allow you to get certain npc's, like for example: Hero-Corps hard suit, Freakshow Tanker, and a Carnie.
And plus for those who is on the Veteran program can get signature chest emblems.
So I would say that being able to have these things would be awesome [I really would like to have those robes that the Oracle's wear] but I don't think those goodies would come to us anytime soon.

I've said it a thousand times to anyone who'll listen and I'll say it again! The Honoree, Imperious and Statesman have FAR cooler capes than the ones we get! Why on earth can't we unlock their style of cape? It could be done as a mission at level 50, the sign of true awesomeness or whatever. But I DEMAND we get those capes accessible, they're just too cool to let go to waste!
