If I may assist in translation :P
Pool A is stuff that drops from minions. All recipe drops you get from beating something with a stick until it doesn't move anymore = Pool A drops. All generic IO recipes are Pool A drops.
Pool B is the mission completion pool. Recipes that can only drop when you get the mission completion bonus.
Pool C (sometimes referred to now as C/D) is the pool of recipes that are rewards for Task Forces/Trials. It used to be that Task Force and Trial recipes used to be in different pools, with TFs giving Pool C recipes and Respec Trials/Hami raids giving Pool D recipes. This got changed a while back. Pool C is also the pool of recipes that bosses can drop, but very rarely.

Silas is correct, but I'd like to mention that, inevitably, things got slightly more complicated with time.
Used to be "one task force, one recipe." If you did Katie Hannon in 15 minutes or a Dr. Quartermain in 10 hours, still one recipe. So they decided to bite the bullet and make "merits" as a way of balancing it out. So you do a Task Force, you get 9 merits for Katie, something like 112 for Dr. Q. 20 merits buys you a roll on the "Rare Recipe" table (formerly pool C/D) or a few other possibilities, most of which are a complete waste of merits.
At the same time they added the ability to buy specific recipes at specific levels for a very large number of merits (usually around 200 merits)- this is only worth it for a very few, very expensive recipes.
Somewhat later they added "roll weighting" so that you're far more likely to roll a Miracle: +Recharge than you are a Trap of the Hunter: Acc/Rech/Immob . (Of course, there are TWO trap of the hunters in the C/D table and only one Miracle, so you still have lots of ways to lose.)

So, as I understand it, for return per ticket/merit it is better to random roll say brass, than roll gold, correct?
Of course, if I am looking for a specific recipe, I should refer to the list that Catwhoorg so generously pointed me to and cross my fingers, blow on the dice, and roll.
Also do merit random rolls cover all pools then?

We know the same people. The solution is to remind them that answering questions is billable and you have a stopwatch running. If they find that is a problem refer them to someone in sales.

(The traditional advice if you're looking for a specific recipe is to use merits to buy something really, really expensive, sell it, and put that inf into bids on the thing you want. However, it's getting hard to find things under "max level" these days.)
Edit to add: for tickets people say "Roll brass" but I haven't done that math myself.

If there is something you are wanting .. you need to find it on the list and see what your odds are. some are like 1out of 400. some worse some better. I done bronze (not brass) rolls and turned a quick 100mil, problem with that is in the same amount of time I can take merits and turn 200mil. I random roll with Merits and win a lot.

I get ok rolls with bronze, but i get really good rolls in 30-34 silver or 35-39 gold.
...is the one left unasked. So They say...
First off, is there a list of recipe's available through AE tickets? actually, three lists I guess, for gold, silver and bronze?
Since I know it will come to people throwing out crazy talk like "pool c's", "a's", and "brought to you by the letters F and U, and the number 666", could someone please explain to me in really small words what the different recipe pools are? I Feel really dumb not knowing, so I figure it was time to ask. The More You(I) Know!
