CoX wont recognize a perfectly good Video Card
what driver set are you using?
If you are using the latest drivers from Nvidia, try dropping back to an older set.
Tried. Still gives the same set of Error messages. Anyone else have any ideas? Im kinda at a loss. Ive done everything i can think of.

6200?
You really should think about upgrading, I dont think you can play this game on "low" settings with that card.

His problem sounds like a driver issue, but I already have a really low opinion of Nvidia's drivers. Honestly, they make XGI's drivers look good, and that should be a hard feat to accomplish.
Now, if I understand the original post, I think you simply transferred Windows XP over without doing a complete re-install / reformat of the hard-drive? Microsoft Operating Systems don't handle hardware changes very well, between product-activation and just plain bad coding.
If you are not in a position to fully reinstall Windows from the ground up, I would go get Driver Sweeper : http://www.guru3d.com/category/driversweeper/
Use it to clear out and remove all installed Nvidia software.
Then try to install the 175 drivers: http://www.nvidia.com/object/winxp_175.19_whql.html
Don't forget to install the appropriate drivers for your motherboard as well. Since you are using a Geforce 6x00 board, this will be an Nforce4 motherboard and you'll need the the 15.26 drivers : http://www.nvidia.com/object/nforce_winxp_15.26.html
Ok Ive Updated my motherboard drivers, Ive uninstalled and reinstalled 4 different versions of my video drivers, uninstalled and reinstalled the game, and spent 12 hours on the telephone tech support with both NCSoft and Microsoft.... nobody can understand why my computer isnt running the game... Yet ive seen no less then a dozen people with the same problem...
Alright new theory... but I have no idea how to test it or if its even possible.
A buddy suggested that my motherboards northbridge might be damaged.
Im not certain what that means exactly (Im much more knowledgeable about software then hardware) but google told me that the northbridge controls RAM and VGA processes so... it almost sounds right...
Anyone know anyway to confirm or deny this hypothesis?
How did you get Windows on the "new" pc? Did you just move the hard drive then install the drivers for the new motherboard? At a minimum, no repair install of windows?
update xp to service pack 3. also run a cohhelper and hijackthis report and post them here so we can actually look at what your system has.

coh helper? Is this downloadable software? I don't have quite the same problem as OP, but my game has been telling me since I stated that my drivers are out of date, although they're not, and I get the occassional crash here and there on Vista.
Please don't threadjack another person's thread. If you are having a problem, please start your own thread.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

oops, you're right, my bad.
and ty 4 teh linkee.
I'm not sure who's putting the tags on this thread, but the "unsupported" tag is completely false.
The Minimum System Requirements for the game list a GeForce 2 series video card. The Recommended System Requirements for the game list a GeForce 6200 Series video card, the same card that the OP has. Oh, and those specs are on the PlayNC website and on the Architect Edition package, so don't try saying that those are old specs.
Yes, one of the error messages contains the word unsupported, but the game does support the card. It's not going to run it at the highest settings and it's certainly not going to look the best, but the card is supported.
Rather than offering wild speculation as to what the OP should do to correct the problem, or wild speculation as to whether or not the card will run the game, I'm going to wait for the OP to post some specific information so that we have a better picture of what is happening.

Also I realize my settings are probobly higher then they should be. thats because since i reinstalled the game i havent been able to get it to load to turn them down
Your video drivers date back to April. Navigate here:
http://www.nvidia.com/object/winxp_196.21_whql.html
Many toons on CoV and CoH. On-line 80+ months
AMD Phenom-II X6 1090T | Corsair H50 Cooler | ASUS M3N78-EM | 4096 MB | EVGA GTX-560ti Classified (w/1.2GB DDR5) | Microsoft Windows 8 Professional x86 | SAMSUNG SyncMaster 245BW
I realize my video drivers are old. Someone suggested i roll them back. This problem actually started when they were up to date
Since those error messages relate to OpenGL, you might be able to test your card with this application here: GLview 3.0 You can perform rendering tests and such to ensure the card is performing correctly. If you come across the same type of errors, or problems viewing the diagnostic tests, then your CoH setup is surely not to blame. It also checks for updated versions of OpenGL, DirectX, and Video Drivers for you as well.
As shown by Zombie's links, other people have fixed this problem by doing all relevant Windows Updates and fixing drivers by uninstalling current version, running DriverSweeper, then reinstalling. If that's still not working for you, I am unsure what else to suggest.
On a side note, I noticed there is NO sound controller installed at all. Was this on purpose?
Edit:
On another side note, I also notice you have DirectX 10 installed on WinXP. As far as I was aware, that's not even supported without using a third party hack.. unless I missed an official release somewhere.
Your sound card installation is *****. As odd as it sounds, it could have a bearing on how the game is detecting the video.
The other thing I see that could be causing a problem is that you have DirectX 10 installed, and DirectX 10 is not officially supported by Microsoft. Yes, I know the Alky Project has put out a kludge to allow you to install DX10 on XP, however, it is making changes to Windows files and THAT could be causing part of the problems as well. Sure, CoH is an OpenGL game, but it used DirectX for sound, and anytime you start monkeying with the DX files, you are inviting potential problems.
I'd recommend wiping the OS installation, installing XP cleanly, installing the motherboard drivers and sound drivers, then installing the video drivers cleanly. Don't install the unsupported DirectX 10, just update to DirectX 9 since that is supported on XP. Update to Service Pack 3 then install the game and see if you get the same error. If you have everything installed correctly, I'm thinking you won't get that error and if you do, I'd be leaning towards suspecting that the video card was damaged in the "computer meltdown" (which is really not a helpful description for people trying to help troubleshoot a problem).
If you don't think a full reinstallation is needed (you've messed with enough system files that I think it is needed) be sure that the video drivers are loaded cleanly. A fouled up installation is often worse than the wrong drivers. Download the video drivers from nVidia, but don't install them yet. Download and install DriverSweeper, but don't run it yet. Uninstall any nVidia Video card programs from the Add/Remove Programs listing, uninstall the video drivers from Device Manager (if there was no listing for the drivers in Add/Remove Programs). Reboot into Safe Mode. Run DriverSweeper and have it remove any nVidia Video or Display entries it finds. Reboot into normal Windows mode and cancel any new hardware wizards that come up. Run the driver file you downloaded earlier to install the video drivers. Due to the DirectX 10 installation, I don't think that will resolve the problems anyway.
You can lower the graphics settings before getting into the game by using TweakCoH to set those graphics settings.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
Black Pebble is my new hero.
I havent checked anything with OpenGL yet so i'll do that in a moment but I thought id go ahead and answer your side notes.
Yea it is on purpous I have no sound drivers. My new motherboard has a Cmedia sound card built in and every time i install the drivers for it I get BSoD and no matter what I have tried theres no way i can find around it. I spent 3 days working on that particular problem before giving up.
and side note 2, I spent another 3 days on the phone with Microsoft because my Directx Drivers report about a dozen or so being out of date whenever i run DxDiag. The Microsoft tech actually linked me to a third party site which had the DirectX 10 hack. It installed beautifully though for some reason those dozen files still report as out of date on my DxDiag
It's been suggested already, but it clearly needs to be mentioned again. Update to Service Pack 3. That's your first step.
We'll see....

Getting BSOD on a fresh copy of Windows while installing an onboard device (most likely with the disc that came with the motherboard) should have been your first clue that something else is still wrong with the system, and it should probably be (re)fixed before trying to strain your system even more by playing games on it.
ok ive found the problem. Still unsure how to fix it though. the OpenGL test reported my version is only 1.1 and for some reason its not updating with my video drivers.
The two errors i got both refer to components that are listed under 1.3
Does anyone know of any method of updating OpenGL without the videocard drivers? I tried using the Extensions Viewer to do it and it had an unhandled exception.
Oh and there was no disc with the motherboard. the blue screen came when i updated the sound card driver through windows update. The original problem with my computer was the power supply started overheating and causing random restarts. After taking my tower into a pc repair store he tested all the individual components and found that my hard drive and Video card were fine but the motherboard had recieved irrepairable temperature damage. So I bought a new tower and had my old video card and hard drive moved over.
I recently had a critical computer meltdown... Ended up buying a new tower, motherboard, and power supply then transferring all the other parts from my old computer to the new one.
Same video Card I had before... Nvidia Geforce 6200a, Running Windows XP Pro SP2 on an AMD Athlon with 1 gig of ram and a 80 gig HD.
Now since i got the new tower Ive encountered a less then pleasent new problem. CoX wont boot. When i try it get to the little blue loading bar then gives me a series of error messages.
You card or driver doesn't support GL_ARB_multitexture
You card or driver doesn't support GL_ARB_texture_compression
Your Video Card is currently unsupported NVIDIA GeForce 6200
The game may run poorly or not at all with your current configuration
City of Heroes has crashed and cannot continue. You may need to upgrade to a supported video card or driver.
Now heres the punchline... I have all the working drivers, I have played the game with this very video card, and ive spent HOURS on the phone troubleshooting with people who supposedly knew what they were doing.
I already went to System Requirements Lab and it said my system checked out completely and should run the game... so does anyone here know whats going on?
