i have a lvl 50 spine/elec scrapper on victory server, other than mine though i havent seen any others, but then again, i dont play heros as much as some poeple do
Me and a buddy have a Spine/Elec and a Spine/Dark level pacted. We just charge in, spine burst, auras mop up the rest, move on.

Not every server has the same FOTM. While it is all the same game, if you hop around, you'll start to notice that there are differences in each server community. Only when a certain combination is noticeably better than the others will you begin seeing them across all the servers. It's why you'll find Fire/Kins or SS/WP brutes across the servers, but you won't necessarily find a plethora of Stone Armor running 4/8 on Infinity while on Freedom there seems to be quite the Stone community.
You'll also notice this with AE. Some servers rarely use AE, while others seem to do this nonstop.
I used to do the exact same thing you do with powersets. I didn't want to be a FOTM set, so I'd make a SS/elec brute (before they were popular) instead of a SS/WP, or an Earth/Psi dom over an Fire/Psi. However, for me, I realized that if I really wanted to play a FOTM because I liked that combo, I shouldn't let other players dictate what I might like to do. I made an elec/sd/blaze scrapper, even though I knew elec/sd was a popular combo for brutes and would soon be popular for scrappers. I wanted one, because the tele-nukes are just fun to play with.
Besides - mine's better. 
(that's how I put up with having FOTMs)

I see a lot of Scrappers on Guardian, and it seems like a lot of them team -- two nights ago I was on a six-Scrapper team (with a Defender leading and a Tanker or Controller rotating in the last spot).
At that time I was on my mid-level DM/SD Scrapper. But I've been playing my Spines/Dark a lot recently.
I see all kinds of mixes on Guardian. Just recently, off the top of my head, I can recall:
Spines/Elec
Elec/Fire
MA/SR
MA/WP
Kat/Elec
Kat/Dark
Dark/SD
Elec/WP
Spines/Inv
DB/Inv
and of course the ubiquitous Elec/SD
and so on. It seems pretty eclectic, actually.

Spines/Elec is pretty fun, but I haven't seen many on Justice. Then again, I haven't seen a lot of Spines/Dark or Spines/Fire scrappers either.
I have a lvl 50 spines/elec.
I played him to 50 on Freedom, and then using free server transfers moved him to Infinity (along with several other semi-retired lvl 50s). I used him to farm up a fully-appointed SG base for my semi-retired toons (Exile to Infinity) in the span of a few days That includes TP to everywhere, vault, crafting table, storage for enhancements, insps, salvage, aspect of the pillar, basic medbay.
I still use him now and then to farm inf for toons on Freedom and Justice, using WW to transfer a couple hundred million inf at a time between servers--yes, I know it costs 10% of the inf transferred, but that's the price I pay for having open character slots on my "home" servers.
I for one appreciate the fact that spines/elec isn't a ubiquitous FOTM build; I rolled mine the first day of i16 and it serves my purposes admirably, but I certainly don't feel like a copycat for playing one.
Lately, out of the scrappers I've seen...
Shield seems to be the most popular (for all three ATs that can use it, it seems to be predominate...it's a fun set...but it's not nearly as tough even IOed out, as others seem to think it is...I've yet to see a Shield tank STF without the aid of buffs outside of skittles).
Willpower is another popular one.
Regen of course, and a bit of the electric types...the other secondaries I hardly see at all lately...but I do see them around.
If I could get Fire Armor not to hide my costume so much, Id be rolling a Katana/FA now.

I like my Spines/Elec fine. I really think that it would have caught on much faster as a farming toon, except for that Electric Melee was imported at the same time, and people love their Elec/Shield Scrappers for farming due to the high level of AoE burst damage and the ability to softcap defense. They don't take as many hits, and their Primary's attacks have exotic damage.
In other words, an Elec/Shield is a brand new kind of Scrapper, and a Spines/Elec is so similar to the many Spines/Fire Scrappers out there that people who already have one would probably rather not bother with it.

Well, let's look at this another way.
According to Mid's, there are nine Scrapper primaries and eight Scrapper secondaries. That means that at an absolute MINIMUM there are 72 'classes' of scrappers. (Assuming I did that math right.)
On top of that, there are ten totally different power pools out of which you may choose up to four on any toon.
On top of that, Scrappers have three 'Epic' pools.
On top of THAT, there are veteran powers, add-on powers, and let's not forget the vast array of enhancement sets.
Frankly, I'd not be surprised if there were BILLIONS of possible scrapper builds out there, and every one of them is going to be at least minimally viable.
When you look at it this way, it's astonishing to EVER see the same build twice, or even close to the same build.
Have you ever experimented with REALLY off-the-wall builds?
