Earth/Thermal assistance?
Just with a quick look I would say your holds are underslotted. With only 36% accuracy you won't be hitting things when you need to even with earth's defense debuff. Fossilize and Volcanic gasses should have at 5 if not 6 slots. Also, take into consideration the Lockdown: +2 mag proc for Volcanic Gasses.
Overall, it seems you're working towards two goals recharge and smashing/lethal defense. For controllers, I find recharge much more useful; controls are your defense and having them up more often means you're safer. That said, you have a nice bit of global recharge but lack one of a controllers most important tools in Hasten. Considering the number of powers that a controller has on fairly long recharges, I consider hasten a five star power. To make room for it, you may consider dropping your single target heal. Between shields and controls your teammates shouldn't require much healing. (Also, Hasten would let you have Earth Embrace near-perma, making better use of that nifty regeneration tricky.)
Also, take into mind that Earth Control is a low damage set even comparative to other control sets. You may find it much more useful to slot your AoE immobilize for control; even slotted for damage it's still a bit pitiful. Instead, I recommend slotting Fissure for damage. Its stun is not guaranteed (only 50% chance) and only mag 2. It does stack nicely with stalagmites, but is also a viable option for damage. You may also want to look into single target damage via Seismic Smash (also a mag 4 hold an great for taking out a boss quickly) or slotting up you single target immobilize.
There are more things I could nitpick at, but that's just a general idea of how I would play it. All advice is subject to YMMV.
An Earth/Thermal is the only controller I've put any meaningful time into (level 40 atm) but I don't think you could find a better team support character in game. The damage does suck, but it does so many different things to help out, no one will notice or care. I recommend skipping the sleep, but everything else is fair game.
Don't really have any build advice because I never bothered making one for mine I enjoyed him so much.

It appears that you are trying to be more Therm than Earth. In fact, your primary can probably do more for your team than your secondary. Earth has three key ranged AoE controls: Stalagmites + Stone Cages, Earthquake and Volcanic Gasses. For all three of these, you should be throwing Quicksand underneath -- for the 25% Defense Debuff as well as a slow to catch any foes who escape the AoEs. Fossilize is for catching bosses and single targets where the AoE is not needed.
I suggest you take Stalagmites at 12, take Earthquake as soon after Stamina as you can and keep Volcanic Gasses at 26. Stalagmites should get 6 slots -- the Stupify set with a Recharge in place of the proc. Earthquake only needs 2-3 Recharge leveling up, but you can add other stuff only if you have room. Volcanic Gasses also desearves 6 slots -- max your Recharge and Hold first, then procs, due to the unique nature of the multiple pseudopets, tend to hit a lot.
Stone Cages? The Positron set is mostly wasted. It needs a minimum of 2 Accuracy and 1 EndRdx. Then procs. The damage with SC is so low that procs add up to more damage than slotting the power for damage. But if you can get it, the purple Gravitational Anchor Chance for Hold proc is great in Cages.
I like to Slot Fossilize equally for Acc/Hold/Rech, but then fit in a little damage. It is another power that deserves 5-6 slots. I like 2 Recharge in Qucksand because I use it constantly.
I prefer a more ranged APP set than Earth. Fissure has a very short range. The Earth primary works great from range, which can save your tail. Consider the Ice or Fire APP sets. (You have a self-heal, so you don't need Earth's Embrace that much.) Ice has two AoE damage powers, Ice Storm and Frost Breath. Hibernate works great as a "panic button" power, and the Ice Shield is defense based, so it can take a LotG Recharge.

Earth/Thermal is an incredible combo. I find it more survivable but also more "frantic" than Ice/Thermal, in the sense that there are lots of things to be clicked and not enough time to click all of them. The Ice handles that part better because of Arctic Ai, but the Earth survives better against mezzing enemies.
Personally I would advise taking Hasten somewhere in there. Thermal has a few powers on long-ish recharge, and you'll get a lot of bang out of Hasten even if you never perma it.
I personally skip Rise of the Phoenix on all my Thermals. It sounds cool but the recharge is long, the endurance hit is crazy, and the damage it does not only won't kill most things, it does knockback and draws aggro to you at the worst possible time, when someone is just jumping back into the fight and you're out a huge chunk of endurance. I found the rezz on Empathy, Pain, and Radiation much better, and was happy to leave it to them when on my Therm. If you're really worried about it, take Thaw and carry extra wakies, and simply Thaw folks after they awaken.
I'm not a fan of Super Jump. Keep it if you like it, but for me, unless it's part of the flavor, it's Super Speed or nothing/Ninja Run.
I, too, am not a big fan of Super Jump on Controllers. Super Speed gives you the stealth component, which can be very, very helpful, especially combined with a Stealth IO. Plus, you Hasten is your pre-req, which is always good to have on a Controller. Fly gives you the ability to go far above the range of foes, getting to survey the area and find things you are looking for, and Hover can let you stay out of melee and gives a kind of knockback protection -- The downside to Hover/Fly is that you need to be on the ground for Stalagmites, but that's easy enough to handle.
Super Jump doesn't really have any secondary benefits for a controller.
I don't have a lot of experience with Thermal, so I'm happy to defer to Oedipus Tex on that. I kind of view it as a combination of parts of Radiation and Empathy and Sonic. I just haven't worked on a Thermal character very far yet. I find it hard to break away from Rad and Storm. (My 7 level 50 controllers include 4 Rads and 2 Storms, with TA for the last one. I have two more Stormies in the 40's to even things up.)

Alright, thanks, all. I think I know where to go now. I was definitely reducing the effectiveness of the controls by slotting for the set bonuses, and I guess I do need to get it in my head that I'm a controller, not a defender. Moving up the control powers is a good point, and while I don't want to completely lose the single target heal, I can definitely bump it back, as well as other things.
I do like the fire and especially ice epics--I considered them for a long while, though I decided to attempt to go more with theme with the Stone, as well as Leaping, though I will try to see if I can get myself to accept Super Speed, at least. I also didn't catch the fact that the disorient in Fissure was only a chance to trigger, so I'll definitely need to rethink that.
Hasten...is a good point. I'll plop that in there, too. Probably replace Power of the Phoenix--wakies and Clear Mind/Enforced Morale/Clarity/Dispersion are what I use when a Rez power is recharging or not present on other toons, and that's what I can stick with here, too.
I also love procs, so it's nice to have an excuse to dump a few here and there. The Anchor proc sounds like a great pick for Cages, and I'll see what I can do in regards to Volcanic gases, too. Wonder if I can get my hands on a Ragnarok proc and see how well that works.

Take a look at the Earth/Sonic guide too. The Sonic shields and Thermal shields are basically the same power.
I think of Thermal as the "pet master" set for Controllers. I've had more luck keeping pets alive with it than with any other set, and the damage bonus you get from Forge is the best continuous single target damage buff a Controller can provide.
The Earth pet protected by Thermal shields is game-breaking good. The pet already has 90% resistance to Mental attacks, and it just so happens that's one of only two damage types you can't shield against. Once you throw in your heal powers you are running around 24/7 with a near-resistance capped tank with good damage and decent holds. I have never tried it but I suspect the pet could tank an epic boss or better. Actually killing it as a Earth/Therm is another question.
Just for giggles, I'll post my build. I went with the Fire epic just because I like the look of the powers, and it fit my theme more. Otherwise, I decided to make the build totally team-dependent, and I avoided any personal damage procs. The character is level 36 right now and I exclusively team with him. Its a fun build (tho right now I'm running on generics, mainly).

Many of the regulars have made some nice points so I won't go over them.
One "differing perspective" though (and very very minor)
I like PotP for a lvl 49 power. I try with most of my builds to put in a power at 49 that gets by on low or default slotting, so I can put more into my 47 power (at lvl 50) which tends to be something either AoE-ish or a shield, etc etc. That is where I put PotP in on my Ill/therm for a couple of reasons. To be quite honest I don't think rezzes are nearly as important anymore given we have enhancement combining now. But they are more helpful in situations like Raids and Late game TFs (things you usually don't do until 50 anyway). Default slot recharge with hasten (a controller requirement in my opinion) gives you plenty of recharge for a rez.
Just a thought.
And I want to echo what some of the others have said- Softcapping at the expense of controllers or recharge is a no no in my book. I think the trend of softcapping everything has gotten a bit out of control lately.(<---opinion)

I do kinda dig softcapping on a /FF controller, simply because you can easily softcap ranged, AOE, and smashing/lethal. But yeah, softcapping defense is otherwise kinda "meh".

Don't get me wrong there are times when you can do it without sacrifices, but lets be honest, unless you are a melee type taking alphas or on a farming toon, trollers don't "need" softcapping. Your controls and secondary with epic shield should make you sturdy enough.

Yeah thats why my Ice/FF went for softcapping. I run in and take the alpha strikes since I'm softcapped against pretty much everything, and since I've run in, my Arctic Air, slows, and immobilizes keep the bad guys neutered while I remain safe and while the team rips them up. This combo works well because AA is constant and so for an alpha/tank/melee confuse/mitigation type behavior, recharge isnt as important.
But otherwise yeah, recharge is best.

Unicycle's build is pretty close to what I would go with as well. He's got the right timing and slotting for powers you'll want. I end up going with the Stone APP because Fissure + Seismic Smash are incredible supplements to your already strong control as well as doing great damage.
I tend to like combat jumping and super jump for most of my characters. With both Earthquake and Stalagmites as openers, I don't worry about being stealthed. If you really don't want to be seen on your opener, you can usually drop earthquake from around a corner. Wait three seconds and all your foes will be on the ground when you step around.
Ah, it took me a bit to find this one again. But just as a little FYI, the current patch notes for test indicate that they're clearing up that little bug with Numina's +regen/+recovery. Healing enhancements will no longer effect it. Anyone that was considering that option should probably rule it out considering it'll mean burning a respec down the road.
I recently rolled up an Earth/Thermal myself and this thread was pretty much the best info I could find on coming up with a build. So I took what you all had and played a bit in Mids to come up with this. Please give me some feedback, does it look viable? It looks like I may be a bit light on Recovery/End.

Alright, so I'm trying to build a good, teaming build for an Earth/Thermal for a theoretical static team, and I think I have something, but what that is, I don't know. I've lurked here for a while trying to learn as much as I can, and I think it's time for me to actually directly ask for your assistance with this build.
