Alternatly, go to the User CP, and in the sidebar on the left, under Settings & Options, click on Edit Options. Scroll to the end, and in the Miscellaneous Options section, set the Message Editor Interface to Enhanced Interface - Full WYSIWYG Editing and click the Save Changes button.
Then, when you make a post, click the Insert Picture button: 
That will pop open a little box for you to enter the URL for the image. Enter it, click OK, and it will add your picture to the post.

You'll need to find some kind of hosting for your image. photobucket (photobucket.com) seems pretty popular
Also, if they allow that kind of linking, Picasa might be good if you don't want to worry about another account to remember and have a Google account.

It just hit me, but maybe the OP was talking about setting up a forum avatar.
If so, here's a guide to help a bit with that. Old, but still seems sufficient.
