The closest you're going to find that offers more than just one player giving another inf is probably Perc's yearly contest.

It's worth noting that even something like this is well received in some places and not so well in others. There's no chance anyone is going to be happy with a system that offers in game rewards. To many people a costume is as important as a name and they will not be happy receiving negative votes.

In a way, that is very similar to placing rewards on people's talent with MA (which were soon after removed). Depending upon the gravity of the rewards, and what is required, I could get behind this idea.
For instance, if players could simply rate you a "Thumbs Up" or a "Thumbs Down" on a given costume, and there were, like 2 or 3 badges for it. One badge could be for getting rated at all, positive or negative, on any costume. One for getting your first good rating, and perhaps another that gives a tailor discount for getting a good rating on all your costumes. Could it be gamed? Certainly. Would that really impact anything? Not really.
An important piece of my idea is that the value of those votes would be hidden to everyone but the player. That way, some jerk can't make someone look bad to other players. And it's not like the system would really mean anything. There might be nothing more than a small icon on the "Costume Choosing" screen.
I support this idea. If AE was any clue, the furor and drama this feature would cause would provide quality entertainment for all.
We have this already. It's called costume contests. Hero-side, they're usually held under the statue of Atlas in Atlas Park.

Not a good idea, IMO. Taste in costumes is totally subjective. Some costume contest hosts will pick the scantily clad female, others will always pick the darky-darkest of black costumes with black highlights, while others prefer something in clown colors.
If you wish to run a cc, then just do it. But don't try to escalate it into some game-wide badge/reward event. That would be a bad thing, IMO.

This would effectively add up to a Null. Rewards and Badges would be farmed by Badgers and anyone looking for any type of ingame Rewards. I know I would for my Badgers. Just get my friends together; vote our heads off, and DING! So, now what was the point?
If you wish to prove something by your mad skilz at Creative Costumery; just do it. If you are looking for the approval of your peers; just do it. If you think this will be anything but exploited; you're doin' it wrong.
