2 Broken Powers at low levels.

The following 2 powers DO NOT WORK at level 1. I think you need to reach level 4 for them to become usable.
1) Ninja Run
2) Mission Transporter

I got these powers so I could use them. They are needed most at level 1-4.

they working fine as they been stated in there annoucment they are only open up at lvl 4, it the same with pocket d and some other items

it takes all of what 20 minutes to get to level 4 what seems to be the problem?

I just hate running everywhere before I get a travel power. And Mercy Island really sucks for running.

Actually, I just started alts on a new server. I created a Stalker to go get the exploration badges so I can make the teleporters for my new VG. Stalker is level 2 running around trying to get the badges.

Found another power - Pocket D VIP Pass (teleport to Pocket D). Doesn't work at level 2.

In that case, kill stuff until you're level 4.
Then you get Ninja run.

It's not broken. It's WAI. Deal with it.

That is because all of the "teleport you to other zones" powers are set to not be available until level 3...primarily to avoid issues once you hit level 2 in the tutorial zone.

Precisely. If you were able to teleport out of the tutorials, it would mess up your contact structure. Therefore, these powers are not available. Do NOT expect this to change. Ninja Run, on the other hand, wouldn't actually break anything by being available at lower level. Maybe they will change it and make it available sooner some day.

mercy isn't that bad, there's an infected usually standing just outside of drone rangeas soon as you leave the base and just around the corner there's 2 levels worth of mobs waiting for you. Hell I've used self destruct on a group and gained a level instantly before. Blueside is worse for running I think.

I hear ya though, going without a travel power for a while kinda sucks, but it's only a couple of levels. And besides, sooner or later the vet award comes into play...of course that's level 6...

Those powers are also set to not unlock until you train for the same reason.

Not broken at all. Well, no more so than Flares in Fire Blast doing fire damage.

1. Street sweep heading toward the trainer up in Mercy City. By the time you get there, you can hit level 4 in 10 minutes.

2. If you're doing this for the badges, then forget about Ninja Run, sprint on over to Grandville and get a flight pack. Some badges are located on top of things that Ninja Run can't get you too, and then you'll have your Travel Power at level 1.

There is a good reason that pocket D shouldn't be available at level 1 as stated above. I guess the mission teleporter is ok for level 1. However, in the tutorial, there is only one indoor mission, there is probably no real need for an instantaneous teleport to the mission door, and I believe it's intended for new players to run around to familiarize themselves with the controls.

For ninja run, I don't see why it's unavailable. While people have a point that getting to level 4 takes only minutes, but still, I guess it won't break anything allowing level 1 to use ninja run. I don't really care though, I'm just curious.

The mission teleporter is not OK at level 1. When you're level 1 in the Tutorial you can still join a team that has a mission set in some other zone. If you could then teleport to it, you would leave the tutorial zone. Since you can't get back, you would never get introduced to your first Mercy or Atlas contact.

I was about to mention exactly that. I know that people had done that in reverse - high level toons teleporting INTO the tutorial (subsequently fixed), so I figured it might work the other way too.
