Low Lvl I/O's - yeah, huh?
Oh my. I only just saw that recipes cost the same amount of rewards no matter what level when you buy them at the merit vendor. While that makes sense for those few that give a fix bonus regardless of level, its otherwise no wonder noone buys recipes they want for the % values at lower level then!
How could anybody even accumulate enough to buy something at level 20, with the few rare 2 or 3 merits per arc? I'm pretty sure the level 5 to 10 ones didnt even give any merit rewards at all.
All low level arcs give merits. (though bluside most 1st and 2nd teir contacts dont have an arc )
Redside the very first two from Kalinda give an arc bonus each (wiki says 4 but I need to check that, I think it was different last time I ran hers)
Blueside Bonefire for example give 14, and the clockwork captive 13.

hehe...I remember when I was lvl'ing my Fire/EA Dom. up (about 2 or so months ago) and maybe around lvl 23 or so I had all salvage slots/inventory filled on the toon. I was looking at what I had salvage wise, all spiritual essences, spell scrolls, ancient bones, ancient artifacts, etc....I was like, "gold mine!" So I went to the BM and looked at all the prices (last 5 bids) for 'em all and was so sad....I think the highest I got for anything was like 5 or 10k. Such a huge difference between villy and hero side markets hehe.
Edit: I also will chip in on the "no one puts stuff up for bid because no one buys" logic. I know I've had plenty of 'good' recipes (ranging from lvls 20-40) that I've put up for bid for really cheap (like...5 influence/infamy) and have let those sit for days....even weeks....no one bought them. So after a while I never even bother with putting them up...they never sell and even if they do they'd sell for less than what I could get at the NPC vendor. *shrugs*
If you need salvage, best way to get it is to run AE missions and just do salvage rolls.

Also, I have to ask-- would the devs consider people that lock their level in the 30's and farm merits to be aberrant play? They aren't doing it to experience content they might miss, or to keep from outleveling their friends, they're doing it because of a shortage of what should be lower value items on the market (I say "should" because it's counter intuitive in an MMO for anything of lower level to be more desirable than the exact same thing at higher level).
Isn't it a sign that something is wrong?
It isn't wrong necessarily for a player to choose to do so (like against the game rule), but I would agree that it is a sign, perhaps, that the system is not working as well as it could. I don't think that adding a slider would be a bad thing... I thought they were going to to this from the start of merits and was surprised when I found out that it wouldn't have it, actually. 50s still get a good amount of playtime to get recipes from normal play (and a lot of those recipes are glutted), and people would still spend merits for level 50 recipes, so I can't think it won't help the whole market.
I would hope not, anyway.
