Anyone Running into a Defiance Issue?
I have noticed some overly long delays on secondary effects. One thing that has happened to me often enough to notice is that I will get hit with an attack that can cause KB and it seems as if the server immediately turns off my powers even though no KB occurs.
Some times I'll have upwards of 1.5 seconds where I can't activate any powers and then suddenly I can OR if my KB protection was exceeded then after that 1.5 second delay the KB effect finally occurs.

Well, when it happens... it's quite long. More than 1.5 seconds, for instance, as a few of my powers recharged while this happened (and they take longer than 1.5 seconds to recharge).
Visually, it doesn't act like when the server or my connection gets laggy and jumps, either. Everything is perfectly smooth, I just won't fire while Held.

I've noticed that a hold will often cause me to lose my currently selected target. May want to verify you still have an enemy targeted when hitting attack buttons.

Strange indeed! All of the abovementioned situations I have experienced too! The hold=not-atk effect i witnessed when i was teaming with a blaster getting held by the malta lieut robot gas missile-thingy, where the issue was the inability to attack.
The KB I have witnessed on other AT's than just the blaster, for example on my fire/fire brute: he gets hit with KB, stands still, can't attack until a short time after. I think these are some of the bugs, the devs haven't yet repaired that just spawns once in a while.

I may try switching targets the next time it happens to see if it's an odd bug that isn't visible: i.e., that target is "targeted," but the game/server isn't really showing me as targeting.

I ran into the same problem last night when fighting Rikti in the RWZ. It really only happend to me when I was held. Sleep and Immob really didnt affect me like the hold did.

Yes I have, when I get low on health now I cant kill all the foes quickly to save my skin.

And yes, I know my title wasn't the greatest... the OP describes it well enough, though.
Anyway, since a couple other people seem to be running into this, I will try to test more when I can. It would still be more helpful if some Blasters out there could purposely try getting held and see what happens to them, as not being able to shoot while held is a big issue, if it is indeed occurring.

I know I ran into this during the halloween event, though I haven't played my blasters as often since and don't remember it happening recently. I think it is target related because I have a vague recollection that I tried switching targets, even switching and then switching back, and was able to attack again. I believe the game may be flagging your target as invalid when you become held, but once you choose a new target it applies the defiance rules and allows you to use attacks 1, 2 and 3. Personally, I think it's buggy and should be looked at, but try re-targetting as a work-around. If there's only the one target nearby, escape to clear your target, then target again and best of luck.
As far as double-tapping to attack the nearest valid target, compare this to tapping your attacks when you have a friendly targetted. Since you have a target selected, the game isn't looking for a new one. Targetting a friendly and attacking IS valid, since you can target attacks through an ally. If that friendly doesn't have an enemy target selected, you can tap your attack all day and nothing is going to happen.
Fairly sure or totally sure it's not a range issue?
the game might be surpressing boost range's effects when you're held. Most AR/EM would have that on Auto so it could be that.

No, can't be range. None of my characters have boost range, and in the trick-or-treating almost all of the fighting was point blank. (What? If you move away from the door you miss the fulcrum shifts!)

Nishastra, I'll have to check and make sure it isn't a problem with using Burst while held... I didn't know about this bug when playing before, so my target switching my have somehow matched up with the "Burst animating like Full Auto" problem you mentioned. I have noticed him holding his rifle oddly, so I will doublecheck about this. Do Castle and co. know about this bug? I have been surprised from a few posts from BAB and Castle stating they didn't know about a problem that has been posted on the forums a lot (and bugged in game), so I want to make sure it is known.
To that end, does this seem to only be an Assault Rifle issue, or are other blaster sets facing this? No matter what, I would hope it gets fixed soon... Defiance is pretty integral to how effective Blasters are, I would say (especially in the 40s will all the mez you face).
For the other responses, range is not the issue... Malta minions are at close range during this whole process (I opened up with Full Auto and hit the whole mob at one point, and then they just moved in closer as I was held).
Heh, it's a little tricky testing this, I keep forgetting to lower my settings, so I tend to dip low in the red if I don't react fast to this problem.

Well, I bugged it and posted it in the animation topic there. I hadn't been playing my Blasters since then, so I didn't know if anything had changed one way or another.
I just now got on one of my ARs to test and it's definitely still happening. I got held by a Gunslinger and Burst did the Full Auto animation. I haven't noticed any other problems myself.
I was playing radiation blast and electrical blast when it happened to me. If this is related to burst, then more than one bug is generating the same game-play symptoms.
I PM'd Castle about this, and he said he would have QA look into it (I think it's okay to pass that much on from a dev, right? If not, sorry. ).
This problem is really odd. I tried running with my AR Blaster again to confirm what was happening, and it only seems to happen when a Gunslinger holds me (I wonder if this is related to the bug a little while back where held mobs would do the stunned animation). If I'm held by a Titan's missiles, defiance works fine. And today, it was definitely Burst activating with Full-Auto's animation that was the problem... I managed to isolate groups enough to determine that.
Though this still confuses me, as it didn't seem to be that Burst/Full-Auto issue before. Guess I get to test some more. I also need to try this with other mobs than Malta, I guess (and try it out with my Archery Blaster).
If you run into more issues with this, please post it here (and be clear what mob you were facing, what your powersets are, etc.)... I told Castle I would update things here from my experience.

Also, disconnection would explain why the powers don't fire. The server never got the data that you had activated them.

Spontaneous recharge/ That's a sign of a connection issue. powers will look recharged on your screen, but are not as far as the server is concerned. Happened a lot in the old Hamidon raid when the Hive was so full players would mapserve left and right.

I can't speak for everyone else's methodology posting here, of course, but for me this is powers recharging as they normally should, but then not activating (I could break out a stopwatch if that was really necessary, but it's not that hard to tell if Burst is recharging in 2.1 seconds or Burst in 4.2- which is what my current recharge affords me).
Do note that this had happened multiple times on different dates and times, before I had even posted... I don't post what looks like a bug until it really does seem to be a consistent issue I'm running into. Since posting, I have encountered this same issue even more times... all of them occurring solo, in non-laggy situations, and with an appropriate amount of time for the powers to recharge.
During my last play session, the Full Auto animation does indeed seem to be playing when you use Burst... but when Gunslingers hold you, not a Titan. I just haven't had time to test more than that (I have other Blasters, and I haven't looked at this with more than just Malta). Hence my trying to get other people in on this, as other people seem to be encountering it.

I'll be blasting away at a Gunslinger and get held... and suddenly neither Burst nor Slug will fire. I sit there and spam the keys, but nothing happens. I don't think this is just server hiccup, either, as it's happened more than once, and nothing else in the game is jumping, etc.
I'm also fairly sure it's not a range issue, either (I know and love how most of the mobs +40 have superior range to Blasters...). I do not get the "Out of Range" warning when hitting Burst and Slug, and before I was held, I was hitting the Gunslinger just fine- similarly, I will hit him just fine after I hit a Breakfree.
It doesn't happen that much, as I have a pretty good mitigation build going... lots of ranged defense (feels like less against Malta, though), KB, and I do my best to hold and disorient lieutenants I'm fighting. I also know what a breakfree is for (though I'd rather not use one if I can avoid it). All the same, it has happened on a few different occasions.
It also seems to be when my Blaster is held. I haven't noticed any issues when he is put to sleep. I realize that this might be something weird and random I'm encountering on my own, and not a consistent thing, but I wanted to see if anyone had encountered something similar.
