Anyway yes there is a way but for only you can see that logo. It has to do with indirectly replacing one of the existing logos with yours.
The methods for doing that are partially unknown to me. It would be similar to how the vidiotmap pack and power icon patch works.

Basically, you would have to know the exact name and location of one of the chest Icons in the PIGG files, and create a matching directory chain with a matching name in the City of Heroes game folder containing your image instead of the noraml one, the game would see that folder and image and use it in place of the one that it "should" be using.
Any more information, and I would surely be in violation of some kinda rule.

Also, only YOU would see the custom logo, everyone else would see the one you replaced. And if you ran into anyone using the image you replaced, you would see your custom logo on them.

There's no real reason for it not to happen. The excuse is that they don't want to have to continually monitor them for inappropriate images, but A) I think we, the players, already do a good job of that when it comes to Character and Super Group Names, and 2) RO doesn't seem to have a problem with it... >.>

And if custom emblems where to be done by City of Heroes that was viewable by everyone - yes they could (and undoubtably would) be cached locally but the player/system/client would still end up having to upload the graphic from you to distribute he graphic to everyone else be for any could cache it on their system. Plus the TTP vs TTP(rogram) ratio would pro ably make it considred not worth it.
