New Halloween Badges/event
I had this exact same problem. It took me this entire week to get all the Banner badges, but I just finished them today.
My advice is join every single event channel, see how many people are interested in Banners and have a "Banner Watch" going on, monitering the event tab. Do the same for Eochai and Jack. Worked for me
The ToT Badges are easy to solo, which is a good thing.
Irony: It's easier to get the badges with less people.
If you have less than four teams, everyone needs to split up to attack the defenders so that the Banners become vulnerable. And once the Banners become vulnerable, then everyone in the zone needs to converge on the same Banner to take it down. And when that happens, everyone gets all four Banner badges because they all worked on all four Banners. Then they're all the same distance from the GM and it's easy for four or under teams to each do the 10% prerequisite damage to get the GM badge, and then, you automatically get the Accolade.

I generally don't rant.. but this year's Halloween Event has a few glaring holes in it that have been irking me.
(Yeah, there's gonna be a list... deal)
1) If you don't have at least 1 full team of 8 members you are highly unlikely (not impossible, just very low probability) to complete the banners. At best you may get one or two done. My suggestion would be to remove the requirement of a minimum number of people at each banner to make them vulnerable. Or... better yet... allow INDIVIDUAL banners to go vulnerable after 1 minute of attack on it if there are zero players at other banners. So the team can run to a banner... blast on its guardians for a minute.. then blast on the banner until it falls... then run to the next banner. Difficult, yes, but not impossible.
2) Zombie Apocalypse is scaled for large, multi-team groups to get max efficiency. I get that. However, more times than not, there aren't enough people interested to get a group that size. So, you end up clustering around safe zones with others waiting for the event to pass, which takes quite a while. I don't think scaling the zombies back in power is the answer. My suggestion would be to scale back the length of the Apocalypse depending on how many teams are in-zone and actively fighting the zombies. The event lasts a base of 4 minutes plus more time for every team that is fighting zombies up to a certain maximum. Also, if more teams come in from outside the zone the remaining time will scale upwards to reflect the infusion.
3) The biggest thing that had me screaming at the screen is the Trick or Treat monsters. Specifically, they are made to be fought by higher level characters. If you happen to be 9th level or lower and not on a team, you are more or less screwed. Both Bosses have holds which are almost an auto-win against a low solo player who may not have a break free handy. I literally had a 6th level Tank die the first 10 seconds of battle against a Vampire Boss and Lt combo. This gets frustrating very quickly and I can't help thinking that new players to the game will be wondering how the Devs can consider this a "fun event."
Suggestion: Set up different ToT enemy team lists for the lower level zones (Atlas Park, Mercy Island, Galaxy City, Kings Row and maybe Port Oakes). Bosses may appear but at a lower chance and always alone. Lts who appear will either be alone or have 1-2 minions with them, never teamed up with another Lt. The most common appearance will be 3 minions.
I love the Halloween Event, it's easily my favorite annual. I would just like the opportunity to love it equally on ALL of my characters regardless of level.

I ran the event for 2 evenings on Triumph, about a week after it came live (so not in the first evenign when it was crazy)
The first I got 3 characters all the badges in about 2 hours (2 of them literally back to back, the 2nd event started as the 1st was about to end)
The second evening i got 2 further characters the event badges
Since then a couple of characters have got some of the badges just exiting into an event that was ongoing.
I have seen the event run sucessfully with one team (8 characters at 2 per banner intially). That did include a Kin though and fulcrum shift makes for a fast banner takedown once vulnerable.

Justice Fencer on Protector joined multiple banner teams over the weekend. We only managed to get the GM once. I guess we didn't do enough damage because none of us got that badge (monstrous?) or the accolade although we did get the temp power.
So I'm sitting with 4 of the 5 banner badges. I might try again this weekend but with people getting tired of running it already last weekend I'm not holding out much hope.
Afterward we spent several hours in Talos hunting for Jack. I lost count of how many times we defeated Eochai (I think around 9 times) but we never managed to spawn him. The team finally disintegrated due to everyone needing to go deal with real-life trick-or-treaters.
BTW - call out to Hawk and "Its ONLY Me" for some great fun even if we couldn't get those final two badges.
<add> The Tuesday after it started, our coalition on Justice got two teams together and we smoked event after event. I got the accolade on 4 or 5 different characters that night. Two teams really seems to be the optimal. I have to admit though that back then there was usually plenty of others joining in - saw you in Brickstown Texas Justice

The only problem with this strategy is if a group reached the GM first and begins wailing on it without telling everyone else where it is, since the Deadly Apocalypse GM is pretty weak.

Pro tip: Wait till you see the Event happening in one of the more populated zones: Atlas; Talos; Cap. It's so much easier to recruit people if they're already in the zone.
Trying to recruit people to go to the Hollows, e.g., is a recipe for failure.

I've noticed that the same people who'll ignore Deadly Apocalypse will show up for rikti and zombies, even redside on smaller servers. The disappointing thing is that it's probably that Deadly Apocalypse actually requires some sort of strategy as opposed to just standing in a circle and spamming your powers.
The Deadly Apocalypse still gets my goat, even if I managed twice last night to get all the badges [Different Charcters] I guess a full team could do it, [both times there was a team an half to two teams].
the Zombie event is fine all you need is eight people in the area you are fighting and you can make it work and get all the badges only the boss badges is really hard but I have had eight Man teams by themselves get all four badges in a single event. If there any real problem it that the Nightmares spawn in a pack of five, so last night I had some trouble during one even where about six of us were having trouble getting throught the Nightmare spawn. I think Nightmares should cound also as bosses or that not so many should spawn for a group of six or eight.
The Bosses are coming out alot more and I noticed a mark change in how things are spawning it a more even split which of course means that Zombies and Witches are the harder badges to fill. Given that that they give standard Xp I can live with it but I do understand the frustration of lower level players and the holds, which is something the are generally not use to dealing with.
I can'r speak to the GM issue because well I managed to never spend more than two hours to get a Jack, I grabbed the Jack badge on several different Character this year, and since I can remember a ten hour shift two Halloweens ago trying to get a Jack to Spawn on Talos and another on Sharkhead, this year was a walk in the park.

debuffs really help a lot. on liberty we got them cleared out with one team redside, but having a rad debuffer was a very large part of getting it to work. the strategy we used was get just one or 2 people on each banner, go nuts till they are vulnerable and then regroup and go red through purple.
Is it just me or is not super hard to get this together to gather the badges, I mean unless you on a busy server, and there are lots and I mean lots of people in the zone working on the Banners, even getting one badge can be next to impossible. I know they extend the leaght of time to work on it but this is banging my head against the wall. I been player Virtue and like there is like 12 people on per zone it seems and while I see three events, the manpower is not there to get the banner to even be vulnerable. The event can be lots of fun don't get me wrong but it a huge amount of people to even attept it more than a single team
