Costume peices Issue
The developers have always said that they want to keep signature NPC pieces NPC-exclusive to give NPCs a little more flair and uniqueness. Given that people have complained about newer NPCs that they look exactly like player models, I can't say it's unjustified. That, and many NPCs are actually monolithic ready-made models, rather than a collection of parts. That, and their costume pieces are actually pretty low-quality in terms of detailing.
That said, I WOULD like to see a few NPC-inspired pieces, like the Freakshow tesla coils in the pic above.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

All I can say is I'd kill for the PPD hardsuits. That is some seriously badass armor.
Also, I had never gotten a really good up-close look at a Freak before. Wow. Just...Wow.
The off-beat space pirate...Capt. Stormrider (50+3 Elec/Storm Science Corruptor)
The mysterious Djinn...Emerald Dervish (50+1 DB/DA Magic Stalker)
The psychotic inventor...Dollmaster (50 Bot/FF Tech Mastermind)

it doesnt have to be an issue maybe a Booster pack that cost like $20 name NPC Sets or something
I wouldn't mind NPCs keeping the majority of their pieces. However, I would like some pieces that rival or come close to:
Legacy Chain Shoulder Pads
The PPD Hardsuit
The Freakshow backpack thingy
Wyvern boots
Back Alley Brawlers gloves (We got the piston boots, so why can't we get gloves to match?)
It's all I can think of at the moment. Hopefully, we will get a ton of new pieces in a future issue. I didn't buy any of the booster packs (yet) because I'm cheap.....

Semi-/signed, Sammy. There are parts where I agree with you, namely that quite a few NPC costume parts aren't really worth it because of their low quality, and that some NPC /inspired/ costume pieces would be nice, like Rikti armor fitted for humans. But there are certain NPC costume pieces that I think we really should get, like Carnie/Kheldian sashes, CoT shoulder pads and mage hat, the Tsoo demon masks, etc. etc.

I don't want to pilfer directly from NPCs for the various reasons outlined, but items like theirs I would very much like to see. A lot of those are actually backpack items, but even otherwise, a non-funky wizard hat would be nice.

The whole thing of 'Not looking like NPCs' is bunk.
Why?
One acronym; VEATs.
They look EXACTLY like NPCs. Sometimes people in my team have laughed about it. "Damn, I was trying to shoot you, thought you were a mob!"
Certain bits should be released, I think. Maybe not Signature signature parts. Like BaBs gloves, Manticore/Statesman faceplate things, Scirocco's helmet. Etc.
But Nemesis trooper uniforms or parts? Freakshow bits? PPD SWAT kit, please oh lord...
I hate being choked when it comes to costumes =[

ROFL. You obviously haven't seen the extent of Champions power customization.
Then there's ours . . .
We have 180 colors vs their what is it 6? They haven't even figured out how to make the colors black or white. Yeah we'll happily take what we have over CO's anemic system any day of the week.
Their wings and jetpacks don't even work yet.

Jay has told us in the past they have a design rule, that any new piece has to be compatible with 70% or so of the other options it comes in contact with. That means it has to be able to deform and not clip to their satisfaction before it gets greenlit.
The rule was suspended for VEAT pieces, but only in that they made them with the stipulation that they wouldn't have to interact with other pieces, because they'd be in the uniform slot.
It's the only way they could get them done in a timely fashion.
As for the OP, all I have to ask is, how long are you willing to go without any new costume pieces in order to get the All Costume issue you're asking for? Because that's what it would take. It's not like they can tell all the staffers who aren't qualified to do costumes to take the month off, and it's not like the people who are doing costumes now have all sorts of free time on their hands to devote to doing more than they're doing already.
Asking for "all one thing" issues is a big waste of resources.

I suggest making an issue entirely full of costume peices. like 50+ new costume peices not like 4-5 you get from a booster. Cause NPC's have more costume peices than we do and thats sad. Cause i wouldnt mind useing that big electric thing on the freakshow's back
