What is the Undrn3t?
Well even I got that clue, and I've never even SEEN the show before. And I didn't have to look it up either.
I think that people get it, they just choose to ignore it.

The actual resistance logistics messages would be encrypted and even AFTER being translated, they would look more like leetspeak. Why? Because leetspeak allows for more BREVITY, and when you're sending sensitive data, the SHORTER you can make the message, the LESS chance it can be intercepted as actual data instead of normal power grid fluctuations |
Many types of encryption require padding short messages up to larger block sizes. A minimum of 128 bits are needed for a block in AES, for example, and then if the message is very short additional blocks might be needed to make the actual encryption mechanism resistant to side-channel attacks. (Which do not actually crack the encryption but use flaws in the use of the encryption to recover or mathematically reduce the possible keyspace).

I just wanted to add here that the Undrn3t is NOT like the internet, like some people were suggesting here and there. It's more like CB radios. One way communication where you have to "listen" to the full message, and then send one of your own once it's over. It's not like there's static "pages" out there that can hold messages on the Undrn3t indefinitely.
Unless someone set up some sort of "repeating" device that would repeat the same message continually. Hmmm.... *scratches chin*
Anyways, I figured I'd put that out there. I don't set many rules for the Undrn3t, you can pretty much do whatever you want to with it (add magic somehow, etc.) just remember that it's essentially a broadcast medium, not a "browsing" medium.

Unless they were messages not meant to be hidden.
But then the entire nature of the Undrnt would have been compromised. You'd be relying on encryption alone, instead of encryption and secrecy.

Uncoded revolutionary messages broadcast across the undrn3t would be highly conducive to creating the sympathetic populous necessary for any successful guerrilla conflict. This need not be exclusionary to coded messages intended for active resisters, which may be able to be carried on different "channels" than the rallying broadcasts. The technology for communicating on the undrn3t, though not the specific codes or encryption keys of course, should be as widely distributed as possible to facilitate this. The end goal would be the advancement of the technology in a somewhat evolutionary way by unconnected hackers and resisters acting as independent cells, using massively parallel development to stay ahead of counter-measures.

I was going to reply with something about a "noise bomb" or rickrolling, but then I remembered this short movie I had seen on the SciFi channel a few years ago. (This was back before they became the STD channel.)
I think we should incorporate this into our tactics. They may have numbers, equipment, and an army of telepathic thought police, but we have sockpuppets and inanity! Viva la revolucion!
I want to throw some stuff in here for anyone to use the Undrn3t concept or ph1L0t1x in MA arcs or roleplaying or whatever. It's some background that I made on the character of ph1L0t1x for Orion Star's MA arc. Figured I'd let everyone that wanted to have a crack at it:
The powersets that I *imagined* him having when I created him were actually Electrical Control (which doesn't exist) and Electrical Blast. Since we don't know if we'll ever HAVE an Electrical Control set, and since we don't know just what sets/archetypes will be actually playable in GR, I have decided to make him a Blaster, using Electrical Blast primary and Electrical Manipulation secondary for the character. The blast colors are Bright Electricity, using the brightest Green for the primary color and the darkest Grey for the secondary color.
As far as his personality, the backstory I'm giving him is that he was an early resistance fighter before the Resistance was at all organized. He was captured and tortured for information by Neuron. The torture that Neuron used was actually similar to the "torture" that Synapse suffered at the hands of Crey, resulting in electric-based powers (Science origin). He then hitched a ride over to Primal Earth, and well the rest I've already said in my post about the Undrn3t. Synapse and Positron helped him to learn about electricity, technology, and how to control his powers. No one knows his real name, only the code name he goes by.
His personality is a hatred of being controlled in any way, and an intense hatred of Neuron for what was done to him and Cole for allowing it to happen and "destroying" his world. He is a freedom lover, and could have ended up being a poet, had Neuron's torture not iced over his heart. Now, in person, he's a cynical, rude (more "to the point" than rude exactly), and quiet freedom fighter. On the Undrn3t however, his "poetic creativity" allows him to make more impassioned speeches against Cole and the Praetorian Guard. So there is a big difference between how he treats others in person and how he speaks to them on the Undrn3t.

Do you see any works of art aside from the propaganda of the so-called "Emperor" Cole? Do you see the brutality and torture that goes on behind closed doors all in the name of "order"?
Look at your own life, what do you see?
Are you really living? Are you really alive? Or are you simply organic machines, just as lifeless and OBEDIENT as the clockwork monstrosities that roam the streets... living only to fulfill your purpose as another tiny cog in the giant machine of the state?
I have seen real life, my friends, and you are not living life. Life is not clean, it is not sterile, and it is not monotonous. Life is not safe, is not organized, is not controlled.
Life is free. Life is dirty. Life is ugly and beautiful all at once. Life is dynamism and disorder.
And most importantly, life is freedom. Freedom from tyranny, freedom from control, freedom from the trite and the tired.

So I ask you again to look around you, and what do you see? Are you really alive? Are you really living? Or are you a slave to a dictator, working daily to ensure that his empire doesn't crumble.

Another possibility is "engineered error correction" - introducing bits of data into a datastream that is meant to appear as random (and is bracketed by the appropriate "ignore that, it failed checksumming and is bogus" error correction packets) but when properly reassembled instead of thrown away, forms a coherent message.
A "message in the mistakes", so to speak.
Also, steganography (where a message is encrypted into an innocuous file, such as a picture, and then sent) and codephrases.
Not sure how technologically dependent Emperor Cole's regime is, but the more advanced the communication infrastructure, the more automated it is. This means that going "old school" is actually MORE likely to succeed, because it is more likely to make an end run around the existing system.
Something as simple as fluctuating the power to a skyscraper aircraft beacon can turn it into a morse-code or digital broadcast node. Same goes for flexing a mirrored surface to reflect sunlight in pulses (a Heliograph) and hanging different colors/types/patterns of clothing on a clothesline (borrowed from naval flag communications).

I think we're actually seeing something analogous to that in the modern terrorist culture. Using low tech solutions to attempt to attack a high tech culture. Fascinating stuff.
