Here's the Paragon Wiki info on Power Respecification

Quote:

A power respecification, or respec, is a means for a Hero or Villain to respecify, or change, the powers he or she has available for use, as well as how those powers are slotted with Enhancements. Power respecifications are gained in many possible ways:
  1. By completing a power respecification trial
  2. By crafting one from a Respec Recipe
  3. By having one given to him or her by the developers during a special event or after a significant change in power mechanics
  4. By subscribing for a specific number of months and receiving one via the Veteran Rewards Program
  5. For villains only, by completing the first Patron arc and unlocking a Patron Power Pool
  6. For Soldier of Arachnos villains only, by reaching Threat Level 24 (this respec is mandatory)
  7. By purchasing one from the in-game store for $9.99 USD
There are links and more info at the page that give more clarity.

There are 4 "types" of respecs available.

1) The free respecs (or freespecs) that are handed out by the devs every so often (usually around the same time as a new issue release). You can only have one of these at a time, so when the devs announce another one is being given out you need to use your old one or lose it. Access it by typing in \respec

2) The various veteran reward respecs. You earn a claimable respec every so often (I think it's 1 per 12 months, but I don't pay that much attention so I'm not 100% on that). Claim it from your veteran rewards badge page, access it by talking to the "respec" guy (hero side he's in the main building in galaxy city, villain he's over in Nerva I think)

3) "Earned" respecs. You can run a trial at levels 24+, 34+, 44+ and choose a respec as the reward for that trial. Access this respec in the same manner as #2 above.

4) There are "respec receipes" that can be bought at the Auction House/Black Market. They are very rare and very expensive. You then craft the receipe and it gives you a respec. These respec receipes are dropped only from mob defeats (I think).

If you really just started playing this month, don't spend your real money on a respec. Wait and do the mission to earn one or re-start your character if you are way too low level to wait. There's nothing you could have screwed up so badly you should have to pay $10 to fix it when you can earn free respecs. Those are mostly for players who have used all their respecs. Or have no patience and extra cash. If you're of the latter group, by all means, spend the $10. But you should be aware there are other ways that won't cost you a dime.

The first veteran respec is at 9 months, then every 12 months after that.
You left out buying a respec with real money.

Actually, I believe you need to select the character you want to apply the respec to as well. Otherwise it'll simply apply the respec to the toon that it happens to land upon (normally the first toon in the list, though if you've been flipping around on other servers, it flips to the pre-chosen slot)

So:

  1. Start CoH
  2. Log in
  3. Select your server
  4. Select the character you want to appy the respec to
  5. Click on the "Enter Store" icon/button.
  6. Select Character Respecification
  7. Follow all the directions, read all the warnings.
  8. Log into the character.
  9. Respec!

Clicking on the linked image above will take you off the City of Heroes site. However, the guides will be linked back here.

Thanks Iron, I knew it was something like that, but couldn't remember the exact times.

I left out buying a respec from the store for real money because I didn't know you could

Between all the freespecs, approaching my 60 month vet badge, the trials (which I enjoy

doing even after I've gotten the 3 respecs), and the newish "dual-build" feature, I had just

never noticed that buying a respec was an option.

With a current maximum of four. There are no more vet respecs after the 45 month mark

I'm using my second build as a respec...

As I recall, Recipes give you a freespec, so you will not be able to craft the recipe into a freespec if you already have a freespec waiting fo ryou.

Also, if you do not need to mess with the enhancements already slotted, and you have accessed it yet, you can also go to any trainer and select your alternate build - which will need to be trained up from your current level from level 1 as you have not used it yet. It will be CL whatever you current level is, but S/T level 1, with green arrows until your done :P

There are a crapload of free ones that you can either earn in game or by sitting on your hands and keeping your account current. Save $10 and go a different route! Heck, they're available at the CH in-game, too.

I mean, unless you're one of those people who respec twice a day. In which case as...bully for you, I guess.
