Fastest Running Possible

I have a question. What's the fastest a character can run using only permanent or toggle powers and without being buffed by someone else or using an actual travel power (i.e., Super Speed).

I have a Super Reflexes scrapper with Quickness, Swift, and Sprint slotted for run speed, and with an IO set or two adding to movement speed, and that character can run at about 49 mph. I was curious how close I'd gotten to the absolute upper limit on run speed without using SS; has anyone played with this and maxed it? If so, what AT/power-sets, which powers, what kind of slotting? Again, I only want to consider actual permanent powers or toggles; not quasi-permament fast-recharging click powers.

My fast-running character also has hurdle and combat jumping, also well-slotted for jumping, and I find the combination of a lot of run and a lot of jumping almost as good as an actual travel power.

Hard Cap on run speed is 92.5 mph

2 SO in Super speed gets you there. Or 1 SO and sprint +swift

Going from Top Docs old guide (evel 50 numbers)
Base 14.32
3 SO in Sprint (7.16 *1.95) = 13.96
3 SO in Swift (5.01 *1.95) = 9.77
3 SO in quickness (same as swift) = 9.77

Before IO sets thats 47.82 mph

Yes, I know the hard cap on run speed is 92.5 mph, and it's not hard to get there with Super Speed. I want to know how fast one can possibly run -without- Super Speed. My fast running scrapper can hit the hard can by popping Elude, and thus I don't want to consider click powers such as Elude either, even if some click power recharges so fast it's quasi-perma.

So, no Super Speed. No Elude, either. No other click powers at all for that matter. How fast can you possibly run? Which IO sets to slot, even in non-travel related powers, to get as fast as possible?

I don't have Mids in front of me to tell you, but if you can, do this:

Three slot sprint. Put three IO's for run speed into it. That's over the ED cap.
Do the same for swift and quickness.
Now find a place for five sets of Kinetic Combat or anything else that gives the 5% movement increase.

That's as fast as you'll be able to go without superspeed.

EDIT: According to the wiki, if you could slot five sets of siphon insight, that's 20% movement increase. Then five sets that provide 5% each, for an additional 25%. Finally, add in five winter's gift sets, for a grand total of 75% movement increase. Find a way to slot all of those? I doubt it.

High 40s is the most I've managed to get also, without slotting all my IOs with a movement focus.

Slower than I'd like, but still worth it - its unsuppressed as noted, and saves a minimum of one power pick.

My Kat/SR has Quickness, sprint and swift 2-slotted with level 50 run IOs (roughly equal to 3 SOs), plus a set of Winter's Gift (+6% movement), a set of Gaussians (+5% movement), 3 pieces of Performance Shifter (+5% movement), 2 pieces of Regenerative Tissue (+4%), and 5 Gift of the Ancients Defense/Runspeed (+7.5% each, for a total of +37.5%).

I get about 60 mph with just sprint turned on.

Hm... looks like I changed some of that on my last respec, I'm only going 45mph with Sprint turned on. But I plugged those enhancers into Mids and got 54mph. Very respectable speed for no travel power, if you ask me, considering that's the same as a level 14 with unslotted Super Speed (SS scales as you level).

Very nice!

Which powers do you have the IO sets you list slotted into, and do you feel you had to compromise on other parts of your build to get that much run speed? For example, did you have to forgo soft-capping your defenses?

IO Set speed bonuses are based off of base speed which is 14.3 mph. If you slotted 5 sets with 5% Runspeed each for a total of 25% RunSpeed bonus, that's only an extra 3.6 mph.

Depends entirely on the individual character. I have a planned build for a Crab which can run at slightly above 55 mph.

Ah, Mental Training gives you that extra ~10 mph.

Although, if you take the third Run enhancment out of Mental Training and move it to Crab Spider Armor and make it Steadfast Protection Knockback Protection, then that would give you 7 mag KB protection instead of 3, and it would give you an extra 1.5% Recovery and you'd only lose .9 mph.

You can't run fast if you're knocked on your rear.

If I were to move that third slot out of MT, I'd put it in Sprint, since that gives the larger +RunSpeed buff. Not really concerned with KB, 3 points of protection is sufficient for my needs. As long as I'm not being knocked down, I'm satisfied.

It's moot, though. I switched the Crab to a Bane some time back and ended up shelving it because I just wasn't enjoying it in the same way I enjoy my TA characters. I posted it to show how one could come close to the Fly speed cap without any travel powers.

I've also got a TA/Rad build which hits over 59mph (jumping). Haven't started the character yet, but it's on my list of things to do. Just not right now. My Fire/TA corruptor is my new shiny and I'm having far too much fun with it to start another character at the moment (also trying to hit 30mph Hover with this one... close, 29.4, just need 4% more +Movement!).

This thread peaked my interest quite a bit so I decided to roll a claws/elec scrapper and see what i could do. So far he's lvl 13 and pretty fun to play but here's the build I put together which won't be to expensive and has a run speed of 51.3 mph also has 26.3 melee def

If you replace the Titanium Coating set in Static Shields with Aegis, you'll get an extra 5% RunSpeed (for a total of 52 mph) and you won't be wasting set bonuses by breaking the Law of Five.

Hehe. Well, that's a problem sometimes, I admit. My 48-mph scrapper already has that issue; but then I turn sprint off and regular run-speed plus the SB isn't too uncontrollable.

That's one reason I've taken to flight recently. Speed Boosted hover is quite manageable.

What I find interesting about this approach is the substitute travel power angle. Oh, it's probably not worth it to save one or two power selections in terms of overall PvE capability, but it's -different-. And heck, 50 mph is faster than some fliers.
