It is possible to make a dual boot machine and be able to access the other drive. As far as I know XP and Vista both use the same filing system, so if you were able to use something like say Partition Magic or something similiar, you should be able to make a dual boot machine. Then you can choose to boot XP or Vista.

In order to partition a drive you will still erase everything though. The easiest thing would be to find or borrow a USB hard drive, take everything off, format and partition if you need to then put the specific info/programs you want back on.You can set up a machine with multiple drives, that's not an issue. But I'm pretty sure you won't be able to set up partitions and keep the information that's there.

Not true. Partition Magic can do this easily if you have free space on the drive that is more than the partition size that you wish to make.
I <3 Partition Magic. It's one of the best drive management utilities ever made, IMHO.

With Partition Magic (or another good partition tool - I use System Rescue CD), you will be able to resize the disk's existing partition to about 100-125Gb (your call), and create a new partition with the rest of the disk's free space.
But first you need to find out how you disk is partitionned. You can use Partition Magic (or System Rescue CD) to look at all the partitions on your drives, even the hidden ones that Vista won't show you.
Also, even if you don't wipe your disk clean and keep your Vista stuff, you will need to reinstall all your programs under XP. The upside is that if you need to copy over configuration files or data (pictures, music, etc.), it's still there and available under XP.
I never tried a dual boot with 2 Windows OSes... well, I did but years ago with Win95 and Win98: I had about 7 different OSes on my test machine, and was using a DOS utility called Boot Commander (sp?) to switch between them.
I don't think it would work the same with XP and Vista, but I'm sure you can google the procedure.

Windows comes with a boot manager built in anymore. XP and Vista both support multi booting..

Working in IT, in a Vista only environment, I've yet to find a single issue that could be traced back to the OS as the real culprit.
.Net Framework fudge ups, wrong / missing drivers, shoddy security management in apps - yes. Those abound since Vista was released with its new way of handling things.
But seriously, What's the trouble you're having?
Is your hardware having trouble running Vista?

What problems are you having with Vista exactly?

Doesn't sound quite right for the Team Fortress 2 one.

The game specific launcher, or the NCSoft one?
Can you bypass the updater to launch the game directly? (Create a shortcut where the target line reads ...pathname\CityOfHeroes.exe -project "coh"). Even if you get the error that your game client is not at the right version, at least it confirms that the app is launching properly. More command line options here: http://wiki.cohtitan.com/wiki/Game_Client
Can you share some of the trouble(s) you're having?
I have 3 user accounts on my PC here, all of them using either launcher without a hitch. ( Core 2 Quad 6600 CPU, along with 4GB OCZ RAM, GeForce 8800 GT. RAID 0 300Gb system drive(s) ). I also have it working on a WinXP P4 HT, 7800GT OC, and even a AMD Athlon with a Ati 9800 Pro card. Multiple user accounts all around again.
Of course, if you're set on getting XP installed already, I'll stop helping / pestering you.

If SK is willing to continue this, I could probably use that for my next crazy server event by adding it to the pot.

As for Vista, I've never had issues running CoX on it, although Norton quite often loved to forget that CoX and the updater were allowed. One of those things is no longer on my computer.

And im not 100% set on gettin XP installed, its more a last resort because of so many problems vista has had in its life *UAC and what not (shakes fist angrly) and its silly "you closed this, are you SURE you wanna close it?"*

On the other hand, im having a nice time in WoW...... im surprised by that fact.... lvl 31 Pally ftw... LOLZ
Spec into Holy Shock, the move got buffed way up when WotLK came out. Just be ready to hit... I think it's ctrl... when you want to heal yourself with it when targeting an enemy.
Well its the CoH launcher itself not doing anything, and playNC support are helping to to try and fix this aswell, but it cant really add in that suffex*?* to the end of the exe because to see if it want my disc that went bonkers i DLed the client from the CoH site and no dice, and the latest thing the support asked me for is to run a 'ping plotter' and i found out that 3 of the address i am trying to connect to have 100% packet loss, for a total of 30% PL which is obviously where my touble is heading.

If you want to send me your email address or MSN/GTalk/Whatever info we can probably schedule a time and I could remote into your PC and take a look. No pressure. And I won't feel offended if you refuse.
