Norton does suck, though. It probably wouldn't hurt for you to find another anti-virus program.
im curious,
if you were to patch via another machine then move those files into the proper location on the vista machine
(if your running 64bit vista that would be *:\Program Files (x86)\City of Heroes , if your running 32bit vista *:\Program Files\City of Heroes )
then use the command to bypass the updater does it let you in the game? It should let you use the commands in the shortcut regardless of how it was installed.
sorry if you already mentioned that you tried this.. trying to run down basic troubleshooting in my head.
even tho ive had my computer for 2/3 weeks and already spent 200-300 for 2 years sub.... no way would i look for a new one unless its free... and ACTUALLY works...
And with my response... i know its not the correct way of getting my point across, but they seriously asked for it when i had already told them in an earlier reply "if it WORKS on my laptop with the SAME version, my computer* worked with the SAME version, i can tell you its NOT norton"... they just seem to wanna push my buttons

This is what I do for a living, and my current assignment is a government agency. Nothing I find/see will ever make it out of our direct conversations. If you're logged in at the same time we go through this process, you'll have "veto" power over my actions, and we can even set up a voice chat session so I can confirm any actions before I do anything at all.
This is your machine, your investment. I'd just be proposing solutions and, with your approval, trying them out.
As for the Norton/Symantec thing... Has the CoH Updater been specifically allowed if you have their firewall system working? It could be that this was done in your previous installation, but not this one. These permissions have to be set per application, and don't transfer over using the File and Transfer Wizard (f this is what you used).
An overzealous firewall could also explain the blocked / unreachable IPs.
I've had to set my firewalls (Sunbelt Personal Firewall - formerly Kerio, and ZoneAlarm) to allow CoH Updater through (exceptions list) specifically to ensure proper functining on my WinXP and Vista PCs. I use Avast! as an antivirus and Spybot completes the protective trinity to prevent malware.
BTW, I have a Vista 64 desktop here at work with CoH on it, and using Symantec's Endpoint client - and it works fine.

Avast anitvirus is also very good. You can find it here. The free version is all you need-it's what we use for the station's computers and for our home network, and it's wonderfully unintrusive.
I'm using one called Malwarebytes and I love it. And spybot it always good to. At least it has been for me. But yah, I love Malwarebytes!

I can guarantee you it is safe as we would be using either the built in Windows remote desktop support, or the Messenger one, and I am as discreet as they come. With almost a year left on my subscription on Norton, I uninstalled that POS and am now using Malwearbytes and Avira.
He's referring to confidentiality being his business. If people that work for the government have loose lips, they get in serious trouble.

But after i had reinstalled Norton, i went in and checked permissions... the CO updater wasnt in the list, and CoH was.... i ran CO and low and behold, it GOT permission to go thru.
but ive never had problems with norton before thats why ive stuck with it, but performance differs from person to person

lol - no worries SK.
BTW, the client where I am uses a distributed solution from Symantec, my office is an authorized McAfee support center (we actually feed updates to some remote client sites), and still at home I prefer to use Avast! for its low footprint and ease of use (it's modular, so I can turn off entire segments like P2P coverage, or internal network - or pause it entirely for the time I need it to be off).
I prefer a free solution over the "big boys"... Go figure.
