Body Mastery - Physical Perfection
Well, I am a little surprised Physical Perfection was added. I wonder if it was for some really tight builds some scrapper have. For my /regen (and current /WP) scrapper, this is just a bit over the top if I respect into it.
The problem with the PPP's is that they were designed to be more or less similar across the ATs whereas the APP's were designed to fill gaps/holes in the ATs. I know they made changes to the PPP's since then, but where would Physical Perfection fit into? Better for brutes or MM's or stalkers for comparison to tanks and scrappers? I feel that stalkers are more blaster like and others think they are more scrapper like. I guess it is not easy to figure out.
As for other zones and, more importantly to me, SF's & trials, I wish those would get attention red side. I feel that they will not since GR will be coming out and if you want to do more, just go the other side.
I feel like it is totally OP and it's a bit unfair villains do not have an equivalent. That being said, I have a few scrappers I play that I do not exemp with that will be picking this up

- Gloom - Better st attack than those found in many primaries. So if you're looking to max out st attack chains, this is a very powerful tool.
- Darkest Night - Just an awesome all around debuff, great for extra survivability.
- Electric Fences [edit: OR Web Envelop] - Targettted AoE immob that Tankers/Scrappers don't get. (Cone immob isn't nearly as friendly to use.) Burn anyone?
- [edit: Hibernate / Shadow Meld and possibly Water Spout (knockup), if you want to count Stalkers.]
I hear you Sarrate, but you are talking about one attack villains get versus a power that will allow you to completely skip fitness and use another powerpool (if you slot properly).
That being said... the dark epic for scrappers/tankers should have gotten darkest night, as the fire epic got melt armor.. just makes sense!

I don't personally see PP as a fitness replacement. It can't be taken until 47 (important for leveling up or if your char exemps, I know you said you have a couple that don't), is only half of Health/Stamina's strength (3 sotted PP = 0 slotted Stamina), and it requires 2 powers to take anyways. (It saves you 1 power, but that means no Swift/Hurdle. Slooow movement!) Not saying it can't be done, but I can't see myself ever skipping Fitness to take it.
I'm not saying that Hero or Villain side have it better than the other, just that they're different. So different builds will benefit (or suffer) from those differences on a build to build basis.
Physical Perfection will be great for Scrappers and Tankers that want to run a lot of toggles, but aren't regen or willpower. Shields, SRs and Invulns that choose to take Leadership or Fighting spring to mind. I'd love to be able to turn on Tough on my Kat/SR, but right now he JUST walks the line between "Enough End" and "Using it faster than it comes back", so Tough is just a mule for Steadfast, and to open Weave.
I have brutes in the same situation, and my Bane too (but he's another story - his build is garbage at the moment). While it may be true that villains get toys that are better that heroes' equivalents, that does NOT balance things; it just makes the disparity bigger.
I'm still hoping that Going Rogue will add four APPs to each villain AT, and four Patrons for heroes. It's unlikely, but I still hope.

I hate to be the bringer of bad news... but Willpower sucks!!! you're better off rolling a regen

The very first thing I'm doing when I16 drops is respec my MA/SR scrapper from Conserve Power (hate it, it sucks) to Physical Perfection.
If my calculations are correct then for the first time since the character was level 2 he won't have an endo problem. I might even be able to stop saving up for the Miracle unique.
This seems like a broken idea from the start. It will be great for scrappers and tanks, but since villains have nothing comparable, seems unfair. I had hoped villains would get some sort of generic APP pool to open up their builds along the line of body mastery. So, villains have to take a mace power to get foc. accuracy which is dumb, do not get a conserve power which is dumb and no villain has access to phyical perfection. I was so hoping for some sort of improvement to villains. i16 has some great changes, but each issue that did not address the disparity of APP vs EPP and did not make the Shard a co-op zone has a good percentage of fail attached to it.
